價值管理於鐵路改建工程之應用研究
The Application Research of Value Management in Railway Reconstructions
摘要
交通建設對於國家發展與人民生活影響甚鉅，舉凡經濟、國防、政治、社會、文化、環境等，與交通建設息息相關。然而近年來因國內外經濟景氣的改變，加上政府財政上的困難，使得許多計畫中與推動中的重大交通工程建設均受到了影響。面對交通建設工程預算緊縮的狀況下，交通部於民國九十年四月三十日通過「交通部暨所屬機關辦理交通建設計畫價值工程實施與督導要點」，以鼓勵所屬各機關利用價值工程（Value Engineering；簡稱為VE）辦理交通建設計畫以達到善加運用建設經費之目標。 國內重大公共建設工程中，鐵路改建為相當重要之交通建設之一，其對國家整體發展影響至為深遠，若施工單位無法加強工程管理，改進施工技術，降低成本結構，對未來整體國家競爭力與發展是非常不利的。反之；如何創造高經濟效益，提高益本比，實為公共建設價值工程之重要課題，因此政府機關業主及承商主動推動價值工程或替代方案以改善施工成本結構，已然成為趨勢。 本研究以應用價值工程之管理技術，針對各項鐵路改建技術內容、作業環境及施工法、工作條件等之影響因素，進行觀念分析，並分別就相關之項目及其作業內容與作業方式等進行探討，進而建立鐵路改建工程規劃設計施工之機能分析架構與模式，提供有效樽節預算的管理作為，發揮以最小的成本獲取最大利益，藉由相關之工程案例加以探討並分析結果，以驗證本研究之架構與模式之適切性，進而提供各相關單位之應用參考。依據本研究案例工程之實際驗證與回饋，證明價值工程在細部設計之前即實施，對整體造價之效果最為有利。

The traffic is built and very influenced the hard iron to national development and people's lives, such respects as all economy, the national defence, politics, society, culture, environment, etc. closely linked with traffic construction. Because the change that domestic and international economy is prosperous but in recent years. add government's financial difficulty, make a lot of plans influenced with the great traffic engineering construction while promoting.Under the state tightenned in the face of the construction project budget of the traffic, the Ministry of Communications, through the Ministry of Communications and affiliated organ handled the construction plan value project of the traffic and implemented and supervised the main point on April 30, the 90th year of the Republic of China, in order to encourage every affiliated organ's value project (Value Engineering;Abbreviate as VE) Handle the construction plan of the traffic by reaching the goal that uses construction funds properly. In the domestic great public construction project, the railway is reconstructed into one of the quite important traffic construction, it is far-reaching that it develops influence on the country wholly, if the unit in charge of construction is unable to strengthen engineering management, improve construction technology, reduce the cost structure, the whole national competitiveness and development are very unfavorable to the future, on the contrary; How it high economic benefits when creating,it raise by benefit originally than the real for being more public to build by subject not important, value of project,so the owners of government bodies and bearing trader promotes the value project voluntarily or substitutes the scheme in order to improve the construction cost structure have already become the trend. This research reconstructs the influence factors of technological content, environment of the homework and construction law, condition of work,etc. to every railway with the project administrative skill of using value, carry on the idea to analyse, and carry on the discussion on relevant project, content of the homework and homework way,etc. respectively, and then set up the railway and reconstruct the function of planning design and construction of the project and analyse the structure and way, offer the management conduct of the effective cup of festivals budget, give play to and obtain the greatest interests with the minimum cost, probe into and combine the analysis result with relevant project cases, by proving the structure and way of this research are appropriate, and then offer the application of every relevant units to consult. According to the actual verification and feedbacking of this research case project, it is the most favorable to the result of the whole fabrication cost to prove the value project is implemented promptly before the detail design.
