網通產業全球整合型企業營運策略選擇之研究

摘要


隨著雲端技術的發展,即時迅速的提供有效能及效益的執行方法或決策,是多國籍企業所不容忽視的。而IBM總裁Samuel J. Palmisano 在2006年提出新的全球化組織的型態—全球整合型企業(Globally Integrated Enterprise, GIE),將企業的工作流進行分割,依據每個流程的特性找出最適合執行的地區送到全世界不同角落去完成。 因此,本研究將透過Palmisano針對GIE之定義,並結合企業全球化相關文獻及對目前計畫轉型為GIE的企業進行訪談,找出多國籍企業在考慮轉型為GIE時所考量的六大構面:產品行銷全球市場、具備全球競爭力、全球各地設有據點、充分與全球客戶及夥伴合作、擁有全球性的資產、建立全球標準化的流程與技能,以及33項成功營運關鍵要因。透過AHP建構GIE營運考量模式,並透過文獻收集相關研究資料整理歸納多國籍企業全球營運策略4大策略,分別為「知識管理與全球學習策略」、「全球與在地化平衡策略」、「迅速回應策略」、「產業群聚綜效策略」建構完整之GIE營運策略選擇模式。文中以AHP 方法建立各評量構面及因素之權重;最後以一個案公司進行實務案例應用,希望透過本研究之研究結論以此提供未來MNC轉型為GIE之重要決策參考。

Based on the development of Cloud Technology, the instant decision making and efficient policy operation were dramatically improved among international enterprises. IBM CEO, Samuel J. Palmisano, proposed Globally Integrated Enterprise (GIE) in 2006. The operation work flow has been divided into several parts. The different types of job function were assigned to the appropriate functional departments through global reach. Therefore, following up Palmisano’s GIE definition, by the means of literature review and interviews with the enterprise that plan to shift GIE experts, six elements for MNC consideration to shift GIE were noticed: global marketplace、global competencies, global presence, collaboration with global customers and partners, global assets, global skills, and processes and technology. Also, the thirty-three items of success key factors were mentioned. By the method of GIE operation module and relevant paper researches, it concludes four GIE operation strategies: knowledge management and global learning, the balancing of strategic efficiency and local responsiveness, rapid response, and industry cluster synergy. The Evaluation of the elements and factors used in the research was scaled by AHP, and it can be mirrored to a case study, an example demonstrated in this research.
