在台灣,過去對於河川的治理工程常以防洪安全及經濟效益為最首要的考量項目,在缺乏重視河川生態的觀念下,大量的鋼筋混凝土堤防構造物及沿水岸之快速道路取代了原有河川風貌,更嚴重的是破壞了原有生物的生存環境與棲息空間,對水岸環境與景觀也造成破壞。近年來全球興起一股重視生態、環保、自然等綠色地球的議題,各國政府及學術單位對於河川整治與防洪等各項工程,亦開始導入各項生態工法的整治理念。但位處河川下游的都市因人口眾多且密集,在面臨實施堤防新建或更新整治工程時,卻常因考慮堤防之防洪安全而犧牲了水岸自然生態與環境的保育。因此,都市水岸堤防之更新與改造如何以考量防洪安全為優先的前提下,能適宜的實施生態工法便是一項重要之課題。本研究以河川下游都市水岸堤防為主要研究範圍,探討都市水岸堤防如何在兼顧防洪安全考量下實施生態工法之更新與改造,最後並透過實際案例的研究,選定以新店溪台北縣中正橋至華中橋間之永和市側河段水岸堤防為例,針對都市水岸堤防更新改造時,沿水岸堤防如何配合實施生態護坡、水岸快速道路、都市水岸更新地區與超級堤防之可行性提出改善對策與建議,期望以此案例作為台灣未來在都市河岸堤防更新改造時之參考。
In the past time of Taiwan, River engineering will only take more attention on safety, economy’s benefits and flood’s control, those are the most important criteria for considerations. In the era of lacking in knowledge of ecology and ecosystem, a large number of reinforcement concrete structures and embankments replace the look of mother’s nature. The most critical parts are destroys of the original biological habitat for creatures, damage of landscape and waterfront environment. But in the recent years, awareness campaign for the importance of global ecological, environmental protection had been carried out by government or even academic teams. Those concepts been applied in river engineering and flood’s control projects. But due to the big amount of population of the waterfront, while those river engineering project is carrying out, it is difficult to pay both attention for ecological and safety, therefore ecological system been ignored or sacrificed. Following by such condition, ecological system being an important criteria and issue on coming river engineering and flood’s control project. In this study, river’s downstream urban as the main scope to explore how the urban waterfront plays role in the flood control with consideration of safety while implementing ecological engineering methods. Finally, case studies on selected river been carried, that is Sindian river at Taipei County Creek Bridge Jhong Jheng to Hua Jhong of Yungho between the waterfront side of river dikes.With the aim of upgrading the urban waterfront embankments with implementation of ecological protection, waterfront fast roads, urban and for updating the feasibility of super-levee countermeasures, suggestions for improvement, expects this case will be the reference for Taiwans’s future of embankment and river engineering.
