為減輕翡翠水庫水質優養趨勢負荷,也為因應北宜高速公路通車可能帶來遊憩人口造成之污染負荷,現階段應點源控制與非點源污染削減並重。考量本研究區翡翠水庫集水區自然特性及產業現況、地形、用地取得難易及民眾參與配合度與完成後之維護管理等因素,現有露營地多臨水體、位處低地、地形較緩且有腹地、加以目前生活污水皆未納管,故嘗試以現有遊憩露營地為設計結構性BMPs場址,規劃大、中及小型BMPs設施,以期控制其家庭生活及遊憩污水之點源污染並收削減其子集水區非點源污染之效。並利用Tool Box(BMPs模組)模擬BMPs設施對其面積10公頃子集水區之削減成效,可達對2年總量削減40﹪以上流量,其污染源如沉澱物、BOD5、總氮及總磷可去除60﹪以上,係現階段較可行性方案及可達削減效果且符合生態之執行策略之一。
To lighten the loading of eutrophication in Feitsui Reservoir, and to deal with the probable population caused by the rising tourist population as Bei-Yi High Way open to the traffic, the domination of point source and the reduction of non-point source pollution should be simultaneously emphasized. By taking the factors of natural characteristic, presently industrial situation, landforms, community participation, and maintenance into consideration, in the watershed of Feitsui Reservoir, nowadays many campsites are located in the area that is nearby low-lying water body with hinterland of gentle slope; so far sanitary sewage system is not build as well. Hence present campsites are chosen to be the designing BMPs fields, which are separated by large-scale, medium-scale, and small-scale. We expect to control the point sources of domestic sewage pollution and of playground pollution, and to reduce the influence of non-point source pollution of sub-watershed. Simultaneously, by using Tool Box (BMPs module) to reduce the influence of non-point source pollution of sub-watershed, the total number of runoff in 2 years can be reduce more than 40%, and its pollution sources like SS , BOD5, TN , and TP can be eliminated for more than 60%. It is more feasible scheme of the present stage that can reach the expectation of reduction and can accord with one of the ecological execution tactics.
