有鑑於台灣中古車產業現況尚無政府之公定評鑑機構,又中古車商的良莠不齊,使中古車品質難以被公認等的情形下,以致對中古車消費市場與銷售品質之影響程度甚鉅。為了消弭消費者長期對於中古車品質的不信賴感,本研究將針對國內較具規模且實績良好的中古車商以及拍賣場所等既訂定之中古車評鑑制度,又參考國內外中古車市場的各項情報資料,來進行完整性及關連性的彙集、整理、篩選和相關從業人員訪談,並以實證研究等方法,去瞭解消費者的心理需求以及中古車評鑑過程中,實務執行面之難易度,最後將各種不同的評鑑方法與制度歸納後,提出一標準實用之中古車評鑑制度,以符合消費大眾的需求,進而有效地引導國內中古車產業經營之方向。
Due to the shortage of the fair appraisal institution belonged to the government and the different standard of the used car sellers, the involving of the used car sellers and consuming market is crisis. In odor to get rid of bad reputation of the used car seller from consumers, the study will focus on the used car sellers who own the better-scale companies, outstanding selling numbers, the place of auction, and consults lots of information and data about the used car selling markets from the international, visits the car sellers and discuss the further study to contribute a full and relative report. Moreover, the study will realize the psychology demand of consumers and the process of appraising a used car, and the difficulty of realistic procedure. Summed up all varieties of appraisal ways and systems, researcher proposes a standard appraisal of the used car. On the other part of consumers, they can feel comfortable to purchase and choose cars. Furthermore, the system of appraisal can induce the used car production to a wonderful management.
