污水下水道監造單位標準作業程序之建立-以臺北縣市污水下水道建設為例

摘要

自「公共工程監造制度改進方案」及「公共工程專業技師簽證規則」頒布後，所有公共工程必須委外監造，因此在污水下水道的工務行政作業中，亟需建立一套監造單位的標準作業程序及表單，以區分業主與監造單位之間的權責。
本研究參考臺北市政府污水下水道工務手冊、行政院公共工程管理相關法規、行政院公共工程施工品質管理制度及顧問公司之監造計畫書，建立臺北市從施工前置作業、施工中作業至竣工驗收結算作業等行政作業程序及表單，再以諮詢或召開說明會方式，廣徵專業顧問公司意見，做更進一步修正以符合目前臺北市監造的作業方式，而後以臺北市監造作業方式為基礎，依據臺北縣政府行政體系，修改成符合臺北縣目前監造作業方式及表單。
研究成果包括：（1）建立施工前，審查承包商提送資料之工務行政作業流程圖（2）建立施工中，工程進度管理、材料檢驗及施工檢驗停檢點查核等工務行政作業流程圖（3）施工後，協助業主辦理驗收之行政作業流程圖（4）探討監造單位於設計階段之困難點、業主與監造單位權責區分因素及影響監造單位審查期程之因素探討，並研擬解決方案。

In general, there is no clear definition between the construction and supervision in the administrative operations for public works. But since the publication of key points for the improvements proposal of public construction projects supervision system and professional civil engineers verification rule the supervision of all public works shall be commissioned to those professional consultant /advisory companies. Therefore, a set of standard operation procedure is urgently needed in the administrative operations for public works and to separate out the accrual basis of construction and supervision unit.
With reference to the public sewage system works manual of the Taipei City government, relevant laws and regulations of Executive Yuan on the administration of public works, public works construction quality administration system of Executive Yuan and supervision prospectuses of those professional consultant/advisory companies, this research would involve such work details as the examination of data submitted by the contractor, formulation of supervision prospectus, material inspection, supervision of the contractor construction quality and the operations of construction completion, acceptance and settlement. Later, consultation or illustration meetings shall be organized to seek advice from those professional consultant/advisory companies as extensively as possible so that further amendments can be made to this research. Finally, this research will be revised in view of the administrative system and cases of the Taipei County Government to form the operation procedures or windows that comply with those of the Taipei County Government.
The achievements of this research are as follows：Establishment of supervisory units（1）prior to the construction, reviewing and examining the flow chart of administrative operations for public works covered in the data that contractor would submit. （2）in the construction, supervising and urging the contractor to work out the detailed prospectus of construction and quality administration, carry out the material inspection and formulate the flow chart of such administrative operations for public works as stipulating the suspension and check points of construction and carrying out the management of construction progress（3）after the construction，assisting the owners to work out the flow chart of administrative operations for acceptance（4）Fulfilling the quality plan examining operations and working out the windows of construction checking procedures.
