醫院手術室火災境況下初期應變與救援作為之研究

由於人類壽命的延長，醫療資源需求增加，就醫可近性及醫療技術提高，促使民眾藉由手術治療延續生命，尤其大型醫院因提供較多醫療技術服務，社會大眾對其亦有較高期待與信任，而成為民眾手術治療的最佳選擇。但是無可諱言，大型醫院醫療服務增加，設備功能增加，管理機能更加複雜，相對上火災發生機率也增加。一般人普遍認為火災救援僅是政府機關公設部門的消防搶救，殊不知火災的形成，必需經由時間的醞釀，才會成長擴大，整個救援作為除了公部門的人員搜救、滅火攻擊等消防搶救外，尚包括私部門的火災察覺、通報、初期滅火等應變作為及建築物使用性質、環境、初期燃燒情形、危害情形等訊息傳遞。因此，本研究藉由文獻回顧、災例分析探討手術室之設計特性及風險因子，進而針對手術室發生火災時，其硬體設備、初期應變及救援活動可能遭遇到的問題提出討論與因應對策，最後利用FDS電腦軟體進行案例模擬，分析手術室火災各項初期應變措施對火勢成長及救援作為影響，俾供日後醫院手術室工作人員應變訓練及防火宣導教育之參考。

Owing to the long life, We use more and more medical resource as well as ask for the convenience and accessibility on emergency medical service which can shorten the time when we are in need. In general, Medical centers provide more medical service and people also expect their well health care performance especially in surgical treatment. However, it goes without saying that the more medical services, equipment and facilities increase, the higher possibility fires happen. Firefighters are in charge of fire rescue and people always take it for granted. However, if we analyze the fire process, it’s not hard to understand all fires growth need time to get worse and worse. It requires not only firefighter’s rescue operation but also the public’s initial response such as call 119, use extinguisher, transfer the related information. Consequently, through the fire cases study and analysis, we try to find the risk factors for operation room as well as bring up the solutions for possible problems. Furthermore we use the Fire Dynamic Simulator (computer software) to do the case simulation and analyze the effect for operation room as the fire happen inside. We expect these research findings can do the benefit for the staff working in operation room and the hospital training reference.
