以資料包絡分析法評估大學學生社團活動績效—以臺北科技大學為例

摘要

本研究主要目的在利用資料包絡分析法（Data envelopment analysis， DEA）評估組織績效時，可同時處理多投入與多產出，及客觀性、周延性、便利性等特點，藉以與現行傳統式之社團評鑑方式作一比較，期能探討DEA模式是否可應用於社團活動績效評估，並找出一組適合之評估指標。
本研究透過國內外文獻探討及專家訪談等方式，確定投入與產出項目，再依據資料包絡分析法的理論，採CCR、BCC產出導向模式，對臺北科技大學卅九個運作一年以上之社團進行績效評估，研究結果發現：本研究結果之高績效社團與臺北科技大學社團評鑑之高績效社團並不一致，探討原因概有三項：1因評鑑指標不同、2因評鑑工具不同、3因評鑑內容不同，故評估結果不一致為可預期之結果。
年度社團評鑑對課外指導組與社團均為年度大事，因關係著一個社團一年來經營活動之成果是否被認可，亦關係爾後一年資源分配之重要參考依據。而學生社團同時也是現在大學生人際關係訓練的重要場所，也是大學生在進入社會前的社會適應能力的訓練環境，故每所大學均甚為重視其校學生社團之發展，所以評鑑之過程與工具至為重要。經研究過程中發現運用DEA做為社團評鑑工具除能有效評鑑出有效率之社團外尚有以下之利益：1客觀性與完整性、2便利性、3凝聚性、4關聯性，能更有助於學校輔助社團之發展。

The aim of this paper is to evaluate the organization performance of the student clubs by using the Data Envelopment Analysis (DEA) model. The DEA model can handle more than one input and output at a time, and this makes it more convenient and objective in analysis. The DEA model is implemented in this study to find out whether it is suitable to evaluate the performance of the student club activities by comparing it with current evaluation methodology and with a set of appropriate evaluation index.
The input and output items are determined by references and interviews. Then, the study has been conducted against 39 student clubs that had been running for more than one year in National Taipei University of Technology. Based on the CCR-O and BCC-O models of the DEA, the analysis shows that the highly performed student clubs are different from those evaluated by traditional methodology. The inconsistent result is expected because of the differences in evaluation indexes, tools, and the contents.
Because the result can affect the allocation of the resources in the coming year, the annual performance evaluation is important for both Extracurricular Activity Section of the university and student clubs. A student club is an incubator for students to develope their interpersonal relationships, and adapt themselves to social life. Therefore, all universities in Taiwan pay close attention on the developement of student clubs. It thus makes the choice of the evaluation process and tool an important factor. The study also shows that the DEA is an ideal model to evaluate the performance of the student clubs with objectivity, completeness, conveniences, and consistency, which can help the developments of the student clubs in all universities in Taiwan.
