運用資料包絡分析法評估救護機運作績效

摘要


本研究主要目的在評估空軍救護中隊於94年度運作維持期間,每ㄧ架飛機之相對績效情況,並找出相對績效佳及差之飛機,且針對績效較差之救護機,分析其投入項與產出項後,探討其影響績效之可能原因,建議績效改善幅度,祈能節約救護機隊於全壽期間之運作成本。 經與救護隊資深維修及管理人員深度研討,確定影響救護機運作績效之投入�產出關鍵評估指標項目。其中投入項為:計畫維修時間、非計畫維修時間、維護成本;產出項為:飛行時數、周轉次數等。再依據資料包絡分析法(DEA)的理論,建立BCC投入導向模式後,運用DEA-Solver-LV軟體,對救護隊17架救護機進行績效評估與分析等相關作為。 研究結果發現: (1)94年度救護隊17架飛機中,有7架飛機為相對有效率;餘,為相對無效率。無效率的主要原因,經研究分析後歸納為:資源投入太多,產出量太少。 (2)機隊整體之規模報酬正處於規模遞減狀態,亦即救護隊之整體投資報酬不高。經與救護隊研討分析後,係因救護機隊平均機齡較高,機務狀況不佳所致。 考量空軍救護隊平時執行日間海陸山區及夜間海上搜救、災害區空投補給、傷患救援及視導專機等任務,戰時以支援軍事搜救為主任務。基於任務安全考量,本研究建議逐年汰換績效相對較差之飛機,應是可行且有效的解決方案。

The main purpose of this research is to evaluate the relative achievements situation of each airplane in the rescued squadron during the operating maintenance period of 2005, This research discovers the airplanes which have good relative achievements, and the ones which don’t have, After analyzing the items of investment and production of the worse-achieving rescued plane, this research discusses the possible reasons that might influence the achievements, and suggests the scope of achieving improvement. It is hoped that the cost of the rescued aircraft operation can be saved by the improvement. After discussed with the senior service of the rescued corps and the administrative personnel, the items of investment and production of the key appraisal target projects that influence the operation of the rescued plane are determined, Items of investment are: Time of planned-maintenance, time of non- planned maintenance, cost of maintenance. Items of production are: Flight numbers, turnover numbers, and so on. After establishing the BCC investment guidance pattern that is based on the theory of (DEA), the DEA-Solver-LV software will be utilized to analyze and evaluate the achievements of the 17 rescued planes in the rescued squadron. The findings of this research discover that there are 7 rescued plane which are effective among 17 rescued planes in the year of 2005, The main reason of the ineffectiveness is: too much investment, and too less production. More findings from this research are that the reward of the whole aircraft formation is being decreased progressively, which means the whole investment reward of the rescued squadron is not high. It is found that the age of the rescued planes is old, and the conditions of the planes are not very good. The air force rescued corps usually carry out the duty in the sea and mountainous area during the day, and marine rescue at night. The other duties include the supplies of the disaster area, as well as the duty of supervision, the military support, and search during the war time. Based on the duty security, this research suggests discarding the worse-achieving rescued airplane, which is a good and effective solution.
