近年來,由於資訊科技的發展與網路技術的進步,造成全球專業分工的現象越趨明顯,因此企業不僅能擁有當地的人力資源,也能獲得海外技術。有鑑於此,企業為了取得技術優勢與提升市場競爭力,必須邁向全球化的跨國企業,才能在激烈的商業環境中維持高度的競爭優勢。面對此變革,研發單位也隨之向外發展來取得海外技術與資源,造就研發全球化。因此,企業如何評選出合適的研發中心,使得研發任務之各項成本與風險極小化,成為企業最關注的問題。為協助企業評選合適的研發中心。本研究結合AHP與TOPSIS建立研發中心績效評估模式與排序方法論,找出最合適的研發中心。最後,本論文利用工業電腦研發專案為案例說明與驗證本研究所提出的方法論之實務上的貢獻與效益。
With the rapid development of information technology and progress of the Internet in recent years, labor division has become more and more specialized all over the world. In view of this, to acquire technology advantage and competence, an enterprise must be truly globalized to maintain its competitive edge among other competitors. Facing such change, an R&D institute also expands its business to procure technologies and resources overseas, thereby leading to R&D globalization. Thus, how to evaluate an optimal R&D center to minimize R&D costs and risk has become a major concern for enterprises. In order to help enterprise evaluate an optimal R&D center, this study develops an R&D center performance assessment model and a ranking methodology to identify the optimal R&D center using AHP and TOPSIS approaches. At last, this study employs an industrial computer development project as a case study for explanation.
