外包供應商管理與決策分析-以印刷電路板委外設計為例

摘要
每一個新產品推出上市於消費市場時,各公司無不以最新穎的設計吸引顧客目光,希望能提高公司獲利的營運基礎,並企圖搶攻佔據對自己有優勢的消費市場,並希望能不斷延續新產品的銷售壽命,及最低廉的成本支出,朝著制定的目標方針一步一步的執行控管.因此外包策略與企業經營模式有著息息相關的互動與牽引,因而產生的外包供應商管理,也必須納入各企業規劃的重要環節之一. 本研究主要藉由探討國內知名ODM (Own Designing and Manufacturing) 代工廠商,其下所有筆記型電腦產品推出時，其內部新產品研發的印刷電路板設計階段(Product design / PCB Design),運用目前現行之外包設計策略(The outsourcing strategy)進行分析，提供一種「有效益」,「有系統」與「高精準度」的多重性決策分析方法,作為外包供應商評選與管理之依據. 其研究方法步驟如下,首先採取德爾菲研究法,透過建立一套透明與主要的關鍵參考因素在交互比較下,產生的完善資訊編制準則,再將其主要的關鍵參考因素,制定於外包代工供應商的審核基本條件.事先經由個案研究公司內之專家,採購,主管及實務工程師,透過意見諮詢與意見調查,並歸納出一套之有關於供應商管理的決策因子.再運用層級分析法將有效的決策因子以成本考量與績效管控等等,各主要關鍵因素來制定一份完整的標準,最後並且依據供應商能力與實際績效做有系統的分析.可藉由此研究之結果,來確保在每一個新產品設計時兼顧多重決策分析的構面,來制定一項基本標準的決策與管理方法,用於提高外包供應商評選.

Each new product promotes going on the consumer market,most of companies attract the customer vision all by the novel design,hoped that can enhance business profit and make company to have a superiority market,also the new product can continue been sales and most of the cost inexpensive disbursement,follows the goal execution control gradually.Therefore the outsourcing strategy and the business model have being closely linking so the outsourcing manages must important decision of various business planning. In this paper,most of discussion domestic well-known Own Designing and Manufacturing about the Personal Computer productions in the printed circuit board design stage,in view of the outsourcing design strategy,provides one kind effectively should has "the benefit"," the quality" and "high accurate" the multiple decision analysis method,and basis of the outsourcing supplier management evaluation. Its research step method,first adopts the Delphi method in view in the PC product the printed circuit board design stage,under by way of conformity its expert,the responsible and practice engineer's seeking opinions and investigates,establishes a set transparently,moreover to be possible to become reference of factor the main key perfect information establishment criterion,its main key reference factor,formulates again in the outsourcing generation of labor supplier effectively,and responsibility verification basic condition. Also using the Analytic Hierarchy Process method for its research technique in this research,the Delphi method provides the supplier,all contains under the effective basic condition,by technical comparison,date of delivery standard,with fair pricing and so on,each primary key aspect formulate a complete standard,and has the system in view of the supplier achievements management analysis.
