配電變電所統包工程承攬廠商專案管理之探討

摘要


公共工程建設是國家經濟發展之基礎,亦是社會進步的表徵,而電力供應的充分與否,不但影響公共工程建設之進展,更關係國家社會區域經濟的發展榮衰,及人民生活的便利性。如1999年7月29日龍崎超高壓輸電鐵塔損壞與1999年9月21日發生集集大地震引發了大停電,造成全國用電戶的不便與傷害實難以估計,由此更突顯輸電配電工程之重要性。 台電公司有鑑於此,自2001年7月起即積極推動第六輸變電計畫,擬建構一健全完善之台灣本島電力輸配電網,計畫推動期間進而可提供就業機會、擴大內需及促進經濟繁榮發展,所以六輸計畫之輸變電工程品質良窳,必然深切影響國家經濟未來發展及生活水平。由於配電變電所為整個輸變電系統之重要樞紐,且多以統包工程模式進行,其工程特性綜合規劃設計、土建工程及機電工程等項目,並以機電工程為主軸;為達台電六輸計畫成功的目標,建置一座完善的配電變電所是絕對重要的,因此,如何做好配電變電所統包工程之專案管理確實為一重要的研究課題。 本研究藉由相關文獻回顧,以及分析台電六輸計畫配電變電所統包工程中所涵蓋之規劃設計、土建工程及機電工程的特性與功能需求,透過配電變電所統包工程之專案管理如何運用在營建工程生命週期的探討,並蒐集近年來台電六輸計畫配電變電所統包工程的執行狀況,藉由案例調查後再加以統計分析,期望研擬出一套有效的配電變電所統包工程專案管理管理機制,作為配電變電所統包工程時程管理的依據,並提供台電配電變電所相關新建統包工程案件在執行專案管理時的應用參考。

Public construction is the foundation of the economic development for a country, and also the indication of society progress. Furthermore, the sufficiency of the power supply not only affects the development of the public construction, but also influences the growth of the local economy and the convenience for living. Resulted from the significant power failure caused by breakdown of the Lung-Chi Extra high voltage Power Transmission Tower on July 29th, 1999, and Chi-Chi Earthquake on September 21st, 1999. The inconvenience was nationwide and damage are indescribable. For this reason, this disaster highlights the importance of the power transmission and distribution project. From the experience of the disaster, Taiwan Power Company had implemented the Six Power Transmission and Construction Project since July, 2001. This Project consists of a sound power distribution and allocation network throughout the island of Taiwan, and would lead to more job opportunities, extend the national demands, and boost economies. Therefore, the quality of the power distribution adaptor construction of The Six Power Transmission and Construction Project profoundly effects the future development for the country economy and the living standard. Because the Power Transmission and Distribution Substation is the essential hinge of the overall power transmission system and is mostly conducted within the mode of turn-key contract, it is imperative to comprehensively plan the constructional characteristics in design, the ground architectural construction, the electro-mechanical construction and so on, and to focus on the electro-mechanical construction. In order to successively achieve the goal of The Sixth Power Transmission and Construction Project for Taiwan Power Company, it is absolutely important to build a thorough Transmission and Distribution Substation. Consequently, how to well project manage the turn-key contract in the Transmission and Distribution Substation is surely a crucial study. The study gather literature review of related documents, and analyzed the characteristics and functional needs of the design, ground architectural construction, and the electro-mechanical construction for turn-key contract of the power distribution adaptor station in The Sixth Power Transmission and Construction Project of Taiwan Power Company. The project management of the turn-key contract for the Transmission and Distribution Substation is to discuss the life cycle of the construction engineering, collectes the execution reports for these projects for the past 6 years, further investigated these projects, and makes the statistic analysis so as to build the mechanism to effectively project manage of the turn-key contract in the Transmission and Distribution Substation. This mechanism can work as the reference to the schedule management of the turn-key contract in the Transmission and Distribution Substation, and can provide the Transmission and Distribution Substation of Taiwan Power Company an applicable consultation for new turn-key contract in executing project management.
