污水下水道系統附掛光纖之技術與管理研究

摘要


有鑒於國內寬頻管道之不足,近年來用戶迴路之爭議不斷發生,寬頻管道建置為政府目前積極建設之重點目標,加上污水下水道管網陸續完成,故本研究特針對污水下水道系統中附掛光纖之相關技術及後續作業進行深入探討,內容著墨於設計施工、技術、營運模式、維護管理及收費制度等五大面向加以研析。 污水下水道系統附掛光纖之設計,包括資料調查、實地勘查、工法選定與傳輸損失、佈設張力及摩擦力計算;而施工原理分別為機器人施工法、鞍座施工法、引流施工法、光滑管施工法及資訊化下水道工法等五種,而因近年來相關應用工法之研發,已開發具附掛於管徑100 mm污水下水道管之能力;營運模式方面,建議採近程、中程及長程三時期規劃進行,逐步完成FTTH之建置;另光纖系統之維護管理主要分為定期試驗、定期檢查、不定期檢查與緊急對應四個部份,做為後續維護管理之依據;最後經由斷面積使用率、維護管理及施工費加以推估光纖出租費率,可依不同之施工費用及各年之下水道維護管理費用加以調整。

Due to wide-band channel are insufficient, the constructions of wide-band channel are the goal for government in the recent years. Therefore, the study focuses on the technology and maintenance management of optical fiber in sewer systems, include design, technology, operation model, maintenance management and charge regulation. The design of the optical fiber in serwer systems include information investigation, on-site exploring, technology option, transformation losing and calculating of tension and frictional. The framework of optical fiber technology in sewer systems include robot technology, saddle technology, drainage technology, smooth pipe technology and information-based sewer technology. Due to the development of optical fiber in sewer systems are sufficient, and the purposes of 100 mm pipe are available, afterwards, the suggestion of operation model should focus on short-term, widdle-term and long-term schedule for FTTH establishement. On the other hand, the maintemance management also should centralize with on-time test, on-time check, non-time checked emergency reflection. Using area rate of sewer pipe utilization, maintenance management charge and engineering charge to estimate the hire out rate of optical fiber system. At last, The fiber rent ration could be adjustment by maintenance management charge and engineering charge.
