以SCOR模型分析企業執行最佳實務之效益 - 以生產STB公司為例
A Case Study of Implementing SCOR Best Practices to Improve Supply Chain Management
摘要
本研究是探討企業所面臨在供應鏈的管理議題，希望能夠簡化供應鏈上的供需不平衡之困擾。由於考慮到全球劇烈的產品競爭、存貨過多的壓力與企業內部策略的變化下，多半讓企業忙於應付尋求各種解決方案，不論是企業流程再造或是系統的導入，讓企業在挑選方案上，更加產生複雜性。但是對於複雜的供應鏈與供需不平衡現象的產生，企業應當更需要了解產業目前在供應鏈上的位置，以及消費者的實際需求，對於市場上的變化適時的反應。 設計適合的供應鏈模式於產業中，不但能提高市場的競爭力，並且能為企業節省成本獲得顧客滿意度。本研究以供應鏈作業參考模式(Supply Chain Operation Reference Model，SCOR Model ) 為基礎，利用最佳實務之方式導入供應商擁有庫存以及外包策略，分析供應鏈架構與公司的營運流程。而SCOR Model中有著一套對應流程層級架構的績效指標（Metrics），給予企業作為評估其績效的參考。藉由供應商擁有庫存與外包策略來降低存貨成本與時間，改善產品履行水準，並且降低整體供應鏈之庫存與前置時間，並以期能改善企業的變現循環週期。 本研究以一個全球性市場的數位機上盒(Set-Top-Box；STB)公司作為個案討論。該公司具有複雜材料供應的系統。利用供應鏈之供應商擁有庫存策略，供應商把貨物送至該公司當地的倉儲點，並且當地的庫存風險，由供應商承擔，以有效降低該公司的存貨，有效整合全球性生產作業和全球供應商進行快速反應的即時支援系統。且更快速的將貨物送至下游客手上。

The challenge of meeting customers' demands faster while continuously reducing the costs induced thereof will determine tomorrow's winners. Companies are also beginning to realize that further improvements in cost and cycle time will come from not just within, but outside the company walls. And they are beginning to collaborate with their suppliers and distributors, in an effort to reduce costs and drive inefficiencies out of the entire supply chain. Therefore, SCM does not lead to a competitive advantage; it is a prerequisite to survival, and a large majority of companies have already implemented it. The achievement of a better competitive position is measured by comparing the firm's performance with its competitor's performance. The reduction in inventory levels can then lead to savings for everyone involved. One strategy adopted by industrial buyers to reduce their inventories is what is known as supplier-owned inventory (SOI). A case-study of how SOI was implemented at this company via the VMI of Supply-Chain Operation Reference model (SCOR) with accompanying data results of the performance metrics.
