國軍工程設計廠商評等與施工查核績效之研究

摘要


近年國軍歷經各式精實案、精進案等人員裁減,且服役人員具有民間專業技能者亦逐漸減少,加以工程規模日益擴大,生活及行政空間趨向人性化,故國軍工程已由兵工自辦(含設計及建造),走向委託民間規劃設計與施工執行。本研究旨在探討設計廠商人員組成、學、經歷及年資與經營體質的良窳,是否與其規劃設計之績效有所影響或關連,作為業主招商評選項目的參考,以評選最佳的設計廠商,提昇工程績效。 本研究以國軍具有承辦及督管設計廠商經驗的工程人員為樣本空間,共發放100份問卷,並回收75份進行分析,獲得設計廠商體質優劣與工程績效的關連性,及得知具有高度正向關係,亦即體質優的廠商,在工程績效表現較好,體質劣的廠商,工程績效表現較差;其中以資本額、員工能力、營業額及流動比率等四個指標影響程度最明顯,員工訓練費、研究發展費及自有資本比率等三個指標影響程度次之,員工產值指標之影響程度最小,建議工程單位可據以修訂招商評選項目及權重,期能評選最佳的設計廠商,協助業主提升工程績效。 此外,為求更趨完善,建議未來可由「修訂招攬設計廠商之評選項目」、「建立完整之廠商資料庫」、「適時修正評等指標之評分等級」及「建立設計廠商專案績效評等之機制」等四方面,建構一套以「成本、進度、品質」等三項為主軸之工程績效評等機制,以作為評判設計績效的好壞。

Recently, the national army has gone through staff (officers) reduction policy. Personnel with civic professional skills have been slowly decreasing while the scale of engineering construction has been expanding. In addition, work environments are much more improved. As a result, military engineering in planning, designing, and construction have entrusted from self-management to civil service. This research was about the relationship between the qualifications of the designers and the performance of their work. Qualifications of the designers include designers’ educational backgrounds, their past work experiences and management skills possessed. Hopefully this study may provide some reference for the owners in the future to allow them to select the most suitable designers, in order to improve the performance of the projects. This research has conducted the military officers, whom had the experience of supervising the design company, as the study sample. A total of 100 questionnaires were distributed and 75 of them were returned. Later, the results from the questionnaires were analyzed and they revealed a strong positive correlation between the quality of the designers and the performance of them. There were four main focuses throughout the research: Capital, Staffs’ ability, Revenue, and Current ratio of the designers showed the most obvious effect. Employee training expenses, research and development expenses and equity capital ratio(budget) were the second focus. Employee Output had the least impact. Overall, these focuses were recommended to use on modifying the weights and judging criteria when selecting the construction firms, in return to assist the owners to improve the engineering projects’ performance. Furthermore, in order to achieve further improvement in the future, establishment of “revising the judge Criteria when soliciting designer/tender”, “establish a complete database of the tenders”, “frequently revising the rating/grading scale of the judging index” and “set up a system to evaluate the performance of the project designers” were advised to construct a system of evaluating the performance of the engineers based on a set of “cost, schedule, quality”.
