能力集最佳擴展模式之研究

摘要


「最佳化能力集擴展」對決策者而言,是一種新興且極具參考價值的方法。此法利用本身所擁有的能力集合,以最有效率的方式來擴展自身能力,直到達到其所相對應解決此問題所需的能力集為止。傳統能力集擴展研究存在以下問題:(1)僅適用於路徑非循環且成本對稱的問題;(2)均侷限在自己現有的資源和能力集下可選擇的方案;(3)假設能力為0-1變數,亦即能力僅有取得與否的問題,並未探討此能力的程度問題;(4)傳統方法僅提供一組最佳能力擴展集合解,未考量多重解問題,無法提供多組最佳化的能力擴展集合。 本研究針對此缺陷,利用能力集合的概念,透過數學規劃的方法,以最佳化能力集擴展的概念和推導圖的方式,建構一個最佳化的能力擴展過程。預期貢獻有:(1)「最佳化能力集擴展」模式:有效處理路徑循環且成本非對稱問題的能力集擴展模式;(2)「混和能力集擴展」模式:解決因競局合作產生的新策略與資源能力的改變,透過全體競局成員能力集的共同擴展及互惠,締造雙贏局面;(3)「多階能力集擴展」模式:以模糊邏輯之概念,以最小的成本預算獲得最佳之能力擴展途徑;(4)利用「多重解」,找出所有擴展模式之最佳解組合,可使決策單位在不犧牲本身利潤之前提下,彈性的選擇其他策略方案。

Optimal expansion problem of competence set is a novel and a valuable method for decision makers. It expanses the acquired competence sets effectively under the constraints of solving the problem until all of the competence sets needed (the true competence set) are achieved. However, there are some drawbacks existed in the way of traditional competence sets expansion: (1) It’s only suitable for the problems of acyclic path and only dealing with the cost symmetrical function. (2) It only considers about the expansion of individual competence sets limited to its own resources and skills. (3) It never discusses the case of multilevel competence set problems. (4) It ignores the issue of alternative optimal solution. According to the above problems, the research uses the concept of background competences to construct an optimal competence set expansion model, of which the mathematical programming method and deduction graph are used. To overcome the problems, there are following contributions: (1) Build an「Optimal Competence Set Expansion」modeling: it can deal with the cyclic path problem and cost asymmetric function. (2) Build an「Incorporating Competence Set Expansion」modeling: it merges cooperation game and competence set expansion concept in order to find out the optimal strategy combination through the change of resources or the share of skills and create the maximum benefit for all participators. (3) Build an「Multilevel Competence Set Expansion」modeling: it introduces fuzzy logic theory to obtain competences in certain order. Based on the level difference, this model can achieve the goal with the minimum cost and the overall proficiency of the maximum skills (4) Use「Alternative Optimal Solution」method: it can find out all the optimal solutions. In practice, alternative optimal are useful and essential because they allow the decision makers to choose from many solutions without experiencing any deterioration in the objective function, and the decision makers can select the final optimal solution based on his preferences.
