產出因子於事業廢棄物管理之應用與研究

摘要


本研究乃建立各行業製程之事業廢棄物「產出因子(Discharge Factor,DF)」推估模式,以質量平衡(OMB)或物質流分析(MFA)理論運用於製程系統中物質的整體質量的進出平衡,以釐清原料、產品、廢棄量等在該製程之物質流系統中之流向、產量,再利用迴歸分析求得各製程廢棄物之DF推估式,以平均絕對百分誤差(Mean Absolute Percentage Error, MAPE)驗證廢棄物產量之實際值與預測值間之差異,並加以區分製程產出因子之使用等級,整個模式建立的過程就是不斷學習、反覆檢視的循環過程,以建立一完整分析架構流程。 研究結果顯示推估42項廢棄物之DF(24個製程)MAPE<30%者共有40個,將推估式依製程產出因子分類準則區分,A級(稽查管制)有6個;B級(統計分析)有18個;C級(一般性參考)有16個;D級(準確度不高,使用性有限)有2個,表示DF預測廢棄物產出量約有9成之可靠率。因此,藉由事業廢棄物資訊輔助管理系統將DF應用管理層面上,以系統化之勾稽功能,作為預先查核業者廢棄物申報資料與現場查核之工具,以有效掌握廢棄物質與量,不僅可加強稽查管制對象,避免業者短漏報或非法棄置事件之問題發生,推估結果亦可作為未來事業廢棄物管理之參考依據,實為提供管制工作上甚大助益。

This paper is the establishment on Discharge Factors(DF)for industrial wastes. The DF may also be an important part in the work with Overall Mass Balance(OMB)or Material Flow Analysis(MFA), by determine relations between input of materials and output of waste. The DF can to estimate from method of Regression Analysis. The DF of wastes of each manufacture process by register data of industrial wastes to confirm the accuracy of model by MAPE(Mean Absolute Percentage Error) method. The results showed that there are 42 DFs, and the regression functions of estimation can divide into 4 levels by DFs. A class includes 6 DFs (Cheok and Control), B class includes 18 DFs(Statistical Analysis), C class includes 16 DFs(General Reference), and D class includes 2 DFs(the using is limited).In the future, this paper can as a basis consulted for industrial wastes management.
