本研究採用整體質量平衡法(Overall Mass Balance, OMB)與統計學之算術平均分析(Arithmetic Analysis)方法推求各本土化之再利用事業廢棄物其再利用率(Reuse Ratio)和事業廢棄物產出因子(Discharge Factor, DF),同時採用整體質量平衡法與物質流分析(Material Flow Analysis, MFA)探討物質流分析應用於再利用率及產出因子之可行性,期望能將已建立之再利用率及DF應用於事業廢棄物之查核,以有效達到事業廢棄物管理目標。 本研究對7種再利用事業廢棄物推估13個製程共計推估14個再利用率及68個廢棄物產出因子。由研究結果發現『廢液閃火點小於60℃』(C-0301)廢棄物之再利用於產品乙酸乙酯之再利用率約為94.6%,產品為丙酮、乙醇等有機溶劑之再利用率約為58.3%,而用於水泥製造業作為輔助燃料之再利用率可視為100%;至於利用『含銅污泥』(C-0110)回收作為粗銅錠之推估再利用率為67.4%;回收作為硫酸銅及蝕銅液其推估整體再利用率則為89.8%;回收作為氧化銅及純銅其推估整體再利用率則為89.1%。其餘5種被公告為可回收之廢棄物中,『二甲基甲醯胺(DMF)粗液』 (R-2503)回收作為PU合成皮與DMF精製液其推估整體再利用率約為21.7~67.0 %;『煤灰』(R-1101)回收作為水泥及混凝土之製程中其推估之整體再利用率近乎100%;而利用『電弧爐煉鋼爐碴』(R-1203)廢棄物以產品砂石或其他土石原料之推估之總體再利用率亦可高達99.99%;至於『漿紙污泥』(R-0904)回收作為有機肥料及土壤改良劑之推估再利用率皆大於99%以上。
This paper studies an application of material flow analysis on reuse ratio and discharge Factor(DF)of industrial wastes for surveillance. It utilizes Overall Mass Balance(OMB) arithmetic analysis to estimate the ratio of industrial wastes reused. It is mainly to treat practicability of material flow analysis on reuse ratio and discharge factor. Planning on surveillance was also conducted with the reuse ratio data and discharge factor. It will promote the industrial wastes management filled with ambition more effectively. There are seven kinds of reuse industrial wastes for 13 processes investigated in this work. This work has carried out total estimated 14 of reuse ratio and 68 of waste discharge factor.The reuse ratio of the C-0110 waste liquid was found 94.6% in the average for application of the recovery as ethyl acetate, 58.3% recovery as acetone, ethanol and other organic solvents, 100% recovery as a supplementary fuel in the cement manufacturing sector. Other regulated recyclable wastes, for example, R-2503 recycling as a PU leather and DMF refined liquid that the overall reuse ratio is estimated to be 21.7% to 67.0%. R-1101 recovery as concrete and cement manufacturing processes, its estimate of the overall reuse ratio of close 100%. And the reuse ratio of the R-1203 was found 99.99% in average for application on gravel or other materials. R-0904 recycling as an organic fertilizer and a soil conditioner its estimate of the overall reuse ratio more than 99%.
