本研究探討政府機關能源使用效率情況,透過以資料包絡分析法改良型Seiford and Zhu非意欲因素模型獲得建築物具有潛在節能空間及改善能源使用效率的方法,期望透過能源效評比的方式,尋找出有效率與無效率的機關,對能源使用較無效率的機關給予建議及改善。 應用非意欲因素模型探討戶政事務所能源使用效率情形,並且針對技術效率、純技術效率、規模效率等分析指標,了解各戶政事務所能源使用績效,將照明瓦數、空調噸數列為投入項,員工人數、地區服務人數、樓地板面積、夏季平均溫度列為意欲產出項,而用電度數列為非意欲產出項,其研究結果得知,具有完全技術效率的機關有6家,而其整體平均技術效率為0.838,代表尚有16.2%的改善空間;再進一步討論以規模狀態觀察將近42.9%的機關有投入過量的情形,處於規模遞減狀態,應減少其投入量(照明瓦數、空調噸數)達到良好效率值,目前國內評估能源用戶績效方法,以單位面積用電量(EUI)作為參考指標的評比,而本研究使用非意欲因素模型進行評估方式,期望能在效率指標互相配合的情況下,能更加精確找到需要改善之受評單位。
The main purpose of this study is to investigate the electric efficiency in the Household Registration Office. Through the application of Seiford and Zhu(2002) DEA model, we can find the energy-saving potential and the improve way of energy efficiency of these buildings. Through technical efficiency, pure technical efficiency and Scale efficiency analysis of index, understand the energy performance of household registration office. Lighting number, air conditioners number is for input, floor area, number of employees, temperature, local population is for desirable output, the energy consumption is for undesirable output. The results of this research indicate that there were only 6 DMUs reached fully technical efficiency. The average technical efficiency of Household Registration Office is 0.838, indicating a 16.2% input inefficiency. We further discussion observed there were 42.9% DMUs of excessive input, it should reduce the size of inputs.We hope through this analysis give the assessed government agency the direction and suggestions for improvement.
