高等教育績效評估模式之建立 -以層級一致性分析法為方法論

摘要


近年來由於學校數目的大幅增加,以及國內外競爭環境形成等因素,使得我國高等教育發展轉變為市場導向且多元競爭態勢,並致使社會大眾日益關心高等教育資源分配、使用效率與成效表現。故建立制度化與系統化的高等教育績效評估制度,不但可充分揭露各大學校院之辦學成效,更可確保教育品質與經營成效,以達提升總體高等教育競爭力之目標。 由於這個議題的重要性,故本研究探討並建立適用於我國高等教育各層級績效評估的一般化(Generalized)模式,其包含兩部分。一、建立系統化高等教育績效評估指標產生機制:本研究運用多個屬性系列(Attributes Series),交織成指標空間(Indicator space),再用各種指標屬性組合,有系統的建立高等教育績效評估指標。二、引用Guh於1996年所發展的層級一致分析法(Hierarchies Consistency Analysis,簡稱HCA),建立多架構的高等教育績效評估模式;HCA方法強調任何一個評估問題,應依不同觀點建立各種評估架構,再經妥協(compromise)過程,使得各架構之各層級評估準則保持權重一致性(weight consistency property)性質,而達到整合與妥協多個架構評估結果之目的。 本研究為複雜的高等教育績效評估建立多種評估架構,並且整合及妥協這些架構評估結果,而得到更客觀之評估。本研究以教育部於九十四年度辦理之大學校務綜合評鑑做為模式驗證對象。

Due to the substantial increase of the institutions of higher education and the competitive domestic and foreign educational environment, Taiwan’s higher education development has turned into market-oriented and diverse competitive market. At the mean time people pay more attention on the resource distribution, implementation efficiency and effects of higher education. Thus establishing a systematic and institutional evaluation mechanism on higher education may not only disclose the performance of universities, but also secure the quality and management results of higher education. It may also enhance the general competition ability of higher education. Upon the above purpose, the research focuses on the establishment of a generalized performance evaluation model which may apply to various levels of higher education (e.g. departments, schools of a university and itself). The research is divided into two sections. One is to establish a performance evaluation mechanism for systematic high education, which integrates various attribute series into an indicator space. The combination of attribute series may further form performance indicators for the mechanism. The other section is, based upon the Hierarchies Consistency Analysis (HCA) made by Guh in 1996, to build up a multi-structure model for the performance evaluation of higher education. The HCA emphasizes that each evaluation inquiry shall, based on different aspects, establish its corresponding pattern for performance evaluation. The evaluation standard for each level of the pattern will, after the compromising process, maintain the nature of weight consistency property and achieve the purpose of integration and settlement of multi-structure evaluation. The research has established a multi-structure model for the performance evaluation of complicated higher education. In the other hand it has integrated and settled the evaluation effects to a more objective evaluation. To verify the feasibility of the application of the HCA mythology, the research is based upon the performance evaluation data from the 2005 Performance Evaluation Project for Universities in Taiwan conducted by Ministry of Education.
