應用德爾菲法及資料包絡分析法於塑膠模具產業關鍵績效指標之研究

摘要

塑膠射出成型在製造業中，是製造複雜的塑膠模型中最重要的過程之一，因此，模具產業可說是製造業的基礎，至今亞洲已成為世界製造業的主要聚集區域，台灣亦是代工產業的大本營之一。然而，台灣塑膠模具廠在面臨巨大的環境改變以及強大的競爭之下，企業確實需要提高競爭力，且對企業決策需有更深層及多構面的考量，因此，要如何提升企業自身的競爭力已成為目前重要的議題。
　　本研究目的是透過德爾菲法(Delphi Method)專家問卷的方式，萃取出對於塑膠模具產業整體發展有顯著影響之關鍵績效指標，以作為投入產出項，並以資料包絡分析法(Data Envelopment Analysis, DEA)及Malmquist生產力指數(Malmquist Productivity Index, MPI)進行產業之經營績效評估，實證時採2010年至2011年期間10家國內上市上櫃塑膠模具廠商之資料，以評估經營績效及生產力變動情形。證實結果發現，G集團在各方面皆相對為其他決策單位(decision making units, DMU)來的好，值得作為塑膠模具產業之決策者對於未來經營效率之學習標竿。

Plastic injection molding is essentially the foundation of manufacturing industry because it is generally recognized as one of the important processes for making plastic parts with complex geometries. Traditionally, Asia, including countries like Taiwan has been the world’s manufacturing center. However, to uphold its competitive edge, plastic mold company must gain deeper and wider understanding of the changing environment when making business decisions.
　　The purpose of this study is to formulate the key performance indicators that would impact the plastic mold industry as a whole significantly. Ten plastic mold companies of TSEC and OTC participated in this study from 2010 to 2011. Delphi method, Data Envelopment Analysis and Malmquist Productivity Index are used in this paper to evaluate their operation performance based on input-output items. According to the result, G GROUP has demonstrated top performance in every category. It is suggested that G GROUP be used as the benchmark for decision making regarding operation efficiency.
