「貴金屬」一般來說是指稀少及貴重的金屬,泛指資源少或地殼的蘊藏量不稀少但分散或開發不易造成生產量少的金屬。金、銀、鉑族和稀土元素這些金屬儘管稀少,但在現代工業中有著重要的作用,如製造特種鋼、超硬合金和耐高溫合金,電器、陶瓷、化學、原能工業等方面都不可缺少。台灣為外銷導向的國家,正處在產業國際競爭力興衰的關鍵期,所有產業所需能源、原材料要靠進口因應,其供應來源、量與價格之穩定再再都影響到企業之競爭力與生存力。 而最好的資源礦産其實就在城市,從高科技廢棄物提取出來的貴金屬,依種類不同可以是天然礦產的數倍以上,並且與消費同步增長、永不枯竭的城市財富,然而要開採這個礦產需要的是健全回收體系的支持。 中國對於貴金屬資源循環再生已有政策配套並行之有年,其中結合企業、大學、科研院所,建立再生資源產業技術創新的合作關係,本研究藉分析中國再生資源產業技術創新戰略聯盟會員資料,從中瞭解大陸貴金屬回收廢棄物的種類、處理技術、資源化的產品、回收版圖及社會貢獻,歸納目前相關產業對於貴金屬資源循環再生利用技術與發展現況,同時也列出台灣相關貴金屬回收廠商現況,達到知已知彼並師夷之所長。期許本研究中貴金屬循環回收再利用建議指南可於未來提供政府參考制訂貴金屬資源回收處理體系暨長期政策綱要。
Precious metals are rare and noble, which also have very high economic value. Precious metals are difficult to develop from the mining because most of the precious metals are not concentrated in one area. Most of the companies in Taiwan are based on products exportation, and they are all facing the competition from the world because all the energy and material they required are imported from the world. Based on the different category of the precious metals, we can actually recycle most of the precious metals from the high-tech wastes and the quantity might be ten times that being developed from the mining. In order to develop the city’s mining, we will require an integrity recycle system to support this program is required. For example, we can find gold from the wastes. China had been running the recycle system for years. Base on the members’ information of China Industry Technology Innovation Strategic Alliance, we can understand how this alliance uses the technology to find precious metals from the wastes. This paper also list out the current status of precious metals recycle in Taiwan. I hope this paper can also be a guide for Taiwan government to develop and build a integrity precious metals recycle system.
