聯合社區夥伴關係運作之研究─以大溪鎮旗艦社區領航計畫為例

摘要


本研究是以2007年參與「大溪鎮旗艦社區領航計畫」中的政府部門人員、聯合社區及民間社團組織成員、社區居民等三者為研究對象,透過客觀的問卷調查方式進行資料彙整統計分析,藉以瞭解夥伴之間的互動參與情況及支持協助模式,並對聯合社區目前所遭遇到的困境研擬對策措施,進而匯集各方共識提出未來願景目標,也希望藉其聯合社區發展經驗模式,以提供未來有意發展聯合社區之社區夥伴人作參考。 根據問卷調查結果分析並參考相關文獻理論後,歸納出以下的研究結論: 一、社區意識的高低,會影響社區居民的認同參與程度。 二、社區結盟歷程是由初期協商階段的同盟關係,逐步進展到平等 合作的夥伴關係。 三、大體而言,內部夥伴之間的互動參與情況,要比外部夥伴來得 良好,惟仍受到受訪者本身的參與程度及主觀認知所影響。 四、在能給聯合社區最大的支持協助的面向上,不同的夥伴類型, 呈現多面化,經由匯集各夥伴之共識後,綜整出「經費補 助」、「法令諮詢」、「經費核銷」、「整合共識」、「人力 資源」、「計畫撰寫」及「認同參與」等七項。 五、在面對聯合社區的困難及改進上,各個夥伴類型的看法頗有一 致性。政府部門人員認為是「人力資源」;聯合社區及民間社 團組織成員認為是「經費核銷」;而社區居民則認為是「認同 參與」。 六、在解決聯合社區的困境之道,綜整出「充足的人力資源」、 「完備的規章制度」、「共同的目標願景」、「良好的夥伴關 係」、「充裕的經費補助」及「完善的輔導機制」等六項對策 措施。 七、在未來的目標願景上,夥伴們認為要在「凝聚社區意識永續發 展」的基礎上,分別朝向「拓展文化觀光產業特色」、「人才 培育提昇社區能量」及「建立社區互助人本關懷」三大面向一 同努力,將「資源聯結帶動區域發展」。

This research conducted objective enquiry using questionnaires on people from government agencies, members of united communities and private groups, and community residents who participated in the “Pilot Project of Flagship Community in Dasi Township” in 2007 as subjects, to gather data and make statistical analysis, whereby to understand the interaction and involvement as well as the support and assistance mode between partners. This research also worked on the countermeasures against the dilemma the united communities are currently encountering, and further proposed, with consensus from various parties summarized, future vision and goals. It further hoped to provide such mode of developmental experience of united communities as reference in future for community partners who wish to develop united communities. The analysis of the survey results by questionnaires, with related literature and theories taken as reference, led to the following conclusions: 1.The level of consciousness about community affects community residents’ recognition and involvement. 2.The process of forming alliance between communities begins with an alliance at the initial negotiation stage and evolves, gradually, to a partnership of equal cooperation. 3.In general, internal partnerships perform better than external ones in terms of both interaction and level of involvement; however, this can and will be affected by the level of involvement and the subjective cognition of the subjects themselves 4.In respect of the ability to provide maximum support and assistance to united communities, there is a diversity displayed by different types of partnerships. With the consensus of every partner summarized, seven aspects are grouped; they are “financial subsidy”, “legal consultation”, “recognition for expenses”, “consensus integration”, “human resources”, “project composition” and “recognition and involvement”. 5.The partnerships of different types have good consistence toward the difficulties and improvements for united communities. People from government agencies believe it is “human resources”, while members of united communities and private groups believe it is “recognition for expenses”, and community residents, “recognition and involvement”. 6.In the methods of solving predicaments for united communities, six countermeasures are induced: “sufficient human resources”, “perfect regulation and system”, “shared goal and vision”, “sound partnership”, “ample financial subsidy” and “sound counseling mechanism”. 7.In connection to future goal and vision, the partners think that it is important to work hand in hand in the tracks of “developing cultural and tourist industries”, “enhancing community energy by fostering able persons” and “building mutual support and humane concerns in community”, based on “convergence of community will and sustainable development”, so as to “link the resources to help regional development”.
