傳統上,對組織而言資訊系統演進多考量資訊工具等技術層面相關議題。如此常導致資訊技術難與組織運作密切結合,其結果輕者浪費時間與金錢,重者則喪失資訊系統演進之價值,組織亦將失去獲取競爭優勢之機會。 在知識經濟時代中;組織冀望經由資訊技術能力之提昇與妥善運用提昇組織競爭力。本研究首度由知識管理角度針對資訊系統演進提出知識落差之概念,指出組織在資訊系統演進中存在四種不同類型之知識落差,分別為:表現落差、傳遞與分享落差、使用落差與更新落差。 本研究從知識管理的角度分別探索兩代系統在規劃階段與發展階段中所呈現之知識落差及對組織所造成之影響。經由個案觀察所推論之命題中發現,在規劃階段中知識落差及對組織所造成之影響可以分成三個層次來看;分別為資訊系統專案規劃的合理性與完整性層次、組織結構、組織文化、技術能力層次與組織參層次等。而於發展階段中亦可以分成三個層次來看;分別為重視知識之科技層次、管理程序層次與組織知識層次。 在此,吾人認為組織於系統演進過程中,可藉由規劃及開發階段完善之考量與執行以填補組織知識落差,進而提昇組織資訊掌握能力、組織知識運用能力與組織作業績效。
Organizations usually rely on information tools or information technology to achieve the successfulness of information system revolution. However organization operations always have little to do with the improved information technology thus creates a lot of troubles. In times of knowledge economics, organizations wish to improve their competitiveness via the improvements of information technology. In this thesis, we discuss the revolution of information systems from the perspective of knowledge management. There are four types of Knowledge Gaps in the revolution of information systems of organizations: representation gap, distributing and sharing gap, usage gap, and renew gap. In this thesis, we discuss the effect of plan and develop stages of information system revolution on knowledge gap from the perspective of knowledge management. In the case study of Tai-power EHR System, we found the follows. In the plan stage, knowledge gap has effects on organization in three different categories: the fitness of plan, organization structure and culture, information technology capability, and organization. In the develop stage, there are three categories too: knowledge technology, management procedure, and organization knowledge. We think, in the revolution of information systems, organizations can improve the capability of information storage, the capability knowledge management, and the performance of operations via the careful information system revolution plan which narrows the knowledge gap.
