摘要


能源政策多架構評估模式建立之研究 研究生:朱德文 指導教授:顧志遠 博士 私立元智大學工業工程研究所 摘 要 電力是最乾淨與便利的能源,也是維持現代化生活需求不可或缺的要件。但是,在目前環境保護意識提高的情況下,更增加了電源開發的複雜性與困難度。設立新電廠,運用適當的環保科技及制定合理法令予以管制的同時,如何構建一套客觀有效、具可信度,多架構評估模式,是本文討論的重點。 火力與核能發電評估方案所面臨的評估因素,往往是不確定性、非量化的,而且不是直接明確值。本文將針對此種評估問題加以研究討論,首先我們依據大家所共同關心的事項如能源政策、電源開發、生態環境、民意溝通及社會成本等等…,利用問卷方式建立基礎評估準則。 我們引用模糊聚類分群手法建立不同觀點評估架構,運用分析層級法(AHP)決定評估準則權重,以及層級一致性分析(HCA)將多個不同層級架構權重結合、妥協,求得一致性權重,使量化的指標能改善偏誤,具有較高的可信度及正確性。再以群體評分方式,將所求得平均值,與各不同觀點評估架構權重相乘、加總,我們將可得到滿意度最高的評估方案,以符合大多數人的利益。 關鍵字:多架構評估、模糊聚類、分析層級法、層級一致性分析

Multi-framework Evaluation Model Construction of Power Resource Policy Student : Te-wen Chu Advisor : Dr. Yuh-yuan Guh Institute of Industrial Engineering Yuan-Ze University ABSTRACT Electricity, one of the cleanest and the most convenient energy source, is essential to modern life. However, the development of new electricity becomes more complex and more difficult due to the rising environment protection consciousness. It is recognised that evaluation programmes of either thermal or nuclear power generation comprise several factors which are usually uncertain and unquantifiable, and cannot be directly determined. In order to provide an evaluation programme for the establishment of new power plant which is associated with the application of environment-protective techniques and the requirement of regulations, this thesis therefore focuses on the construction of an effective and reliable multi-framework evaluation model. At the present study, the construction of multi-framework evaluation model was carried out using questionnaire based on the considerations such as energy resource, energy generation, ecology, society cost, public policy etc. Multi-framework evaluation model was constructed by fuzzy clustering method. Analytical hierarchy process (AHP) was used to weight the evaluation standards. Hierarchies consistence analysis (CHA) was used to combine and comprise the different hierarchies, to obtain a consistent weighting and accurate quantified indexes. A multi-framework evaluation model with satisfaction to the interests of majority was achieved through group evaluation method by coupling the weighting with the corresponding average value of different points of view.
