國軍資訊組織與人力發展精進策略之研究

THE STUDY OF INFORMATION ORGANIZATION AND HUMAN RESOURCES DEVELOPMENT STRATEGY IN THE ROC'S ARMED FORCES

摘要


本論文研製之主要探討國軍在面臨組織精進及業務革新時,資訊組織的功能及角色,規劃設計合適的資訊組織架構,資訊人才經營策略,以支持國防組織精進及事務革新。在文獻探討藉由企業、政府及美軍資訊組織案例,並參考國防報告書國防相關事務,研析國軍未來資訊單位主要功能包括:協助規劃發展業務資訊系統及流程;資訊及網路環境基礎建置及管理;維運業務資訊系統;律定國軍資訊作業標準規範;發展資訊安全防護能量。 依此五項功能,參考文獻案例,及訪談企業及台北市政府實例,並考量國軍精進案限制因素,規劃設計國軍未來資訊組織結構,人力集中至國防部,軍種總部及各司令部,區分政策規劃單位、系統發展單位、系統及通訊網路基礎維運及防護部隊、資訊教育訓練單位等四類,以發揮整合綜效。並建議於國防部設置資訊長,由副部長擔任,指導國防政策及資源分配。重點投注於作戰指揮及戰備支援相關系統,及機敏性決策支援系統的發展,一般管理性及支援性資訊系統,硬體及網路設備基礎建設及新技術引用,可委由民間專業資訊組織及廠商。 依照資訊組織設計架構及原則,並考量人力來源,及現行資訊人力現況,規劃資訊人力經營略,依人力來源及發展體系區分為長期服務專業軍官,由民間召考資訊相關科系,接受軍事院校碩士班教育,擔任資訊系統分析、設計、政策規劃、資訊業務督導;長期服務士官擔任系統操作、維運、客戶服務;聘雇人員負責現行資訊系統維護、系統精進轉換及重組;其他業務領域轉型的軍官擔任協助分析規劃業務的資訊需求、資訊流程合理化;預備軍官、士官擔任資訊系統維護與管理工作。並規劃公平合理的學經歷管理,包括資訊軍官指揮管理職發展系體,資訊軍官專業技術發展體系,以及資訊士官專業技術展體系,建立公平合理的經歷及學歷評鑑制度,以留住專業資訊人才。

This thesis is mainly discussing the function and role of information organization in the streamlining program of ROC’s armed forces. To support the revolution of military affairs in the MND(Ministry of National Defense),well-planned information organization and human resource development strategy should be established. The main function of information organization in the ROC’s armed forces includes: (1) development and planning of the information system and the working process (2) build-up and management of cyber information environment (3) maintenance of information system (4) regulation on the armed forces’ information operation (5) development of information security. These five fuctions are based on the study of information organization through the enterprises, government, the U.S. forces and the National Defense Report of R.O.C. According to the interview with the enterprises and the Tapei City Hall based upon the above 5 fucntions, a concentration of human resources which are divided into policy planning section, system development section, cyber maintenance section and training section in the MND, service headquarters and each Command should produce the best outcome. It is also suggested that the MND establishes a Chief of Information Officer (CIO), enacted by the Deputy Minister of MND, to be in charge of the development of combat operation related system and confiedential decision supporting system(DSS). The general management and supporting system, hardware and cyber facility and introduction of new technology can be consigned to the private information company. Based on the framework of information organization, the human resources can be divided into carreer officers and sergeants. New blood of career officers with information technology specialty is recruited from the civilian. They will receive a master degree in the military school and be in charge of analysis, design, policy-making and supervision for the information system. Career sergeants will be responsible for the system operation, maintenance and service. The reserved officers and sergerants will help secure the information system and management. A well-planned career development for the officers and sergeants in the information sector is the means to keep information professionals in the organization.
