摘要


空軍從83年至88年之間同時換裝四種機型,為了換裝順利,空軍從人員的挑選開始都全力以赴,但是在換裝的期間卻發生F-16戰機四架,幻象2000三架,IDF 2架的失事,人員士氣都受到嚴重的打擊,社會大眾及民意代表都一致譴責,空軍也採取各項的措施,但飛安事件還是不斷的發生,是否有那一個環節出了問題還是現有空軍改善的方法不足,希望能研究提供空軍一些好的措施或方法能降低飛安事件的發生。 本文將針對軍機飛行員所面對的特殊環境,來探討軍機飛行事故產生主要因素 ,近年來造成國軍飛安事件為「人為因素」居多,佔空軍重大飛行失事事件的73%,經由本研究探討中發現,又以「壓力」為主要影響飛安因素之主因 ,因此提出一個監控空軍飛行員壓力狀況的制度-「壓力風險評量表」以藉由改善壓力程度達到降低飛安事故的發生。

Air Force had a major upgraded with four flagships of 2nd generation of fighter jets from 1994 to 1999. In order to make the upgrade successfully, Air Force staffs had to devote every effort to hand-pick every personnel. Unfortunately, during the time period, four F-16s, three Mirage 2000s and two IDFs had caused accidents. Those incidents had critically damaged Air Force personnel’s morale. Furthermore, public opinion is overwhelmed, and people had accused those occurrences. Air Force had made every attempt to avoid accident, but the number of aviation accidents had increased. What went wrong within those changes, or Air Force made mistake while making those changes? Hoping this case study can provide better idea about aviation safety and prevent accident to be happened. This study had concentrated on knowledge of environment of pilots’ surroundings, and to understand the influential factors that causes aviation accidents. In recent years, most of the aviation accidents caused due to the human factor. About 73 % of all major Air Force aviation accidents were caused due to human errors. In a more detail discovery, “Stress” is the main jeopardize of aviation safety. Therefore, this case study is introduced Air Force a new concept “Stress Measurement of Aviation Risk Control,” aiming for reducing the risk of aviation accident.
