國營的中華電信公司為了迎戰民營業者嚴峻的挑戰,原訂於九十年六月完成民營化程序,然而,由於全球景氣衰退,國內股市低靡不振,加上政黨輪替下釋股策略之調整及組織內外的抗拒力量等諸多因素,導致中華電信民營化釋股作業不順利,延宕了民營化的腳步。 本研究將從員工對組織之個人感受、情感依附及心理層面之構面,藉由組織成員對「組織承諾」及「民營化延宕的認知與態度」之調查研究,探討民營化延宕對員工之影響,另外藉由質性之探討民營化延宕對組織發展所造成的衝擊與影響。本研究以中華電信公司為母體共發放500份問卷,其中以有效問卷262份進行分析發現: 一、員工個人背景變數中具有大學及研究所之高學歷族群、年資較淺及年齡較低員工對公司之組織承諾較低。 二、員工個人背景變數中,學歷愈高及資位較高的員工愈肯定民營化可提高效率。 三、中華電信員工組織承諾之「價值承諾」、「努力承諾」與「肯定民營化可提高效率」及「溝通與權益保障」認知構面呈顯著正相關。 另外民營化延宕對其組織發展的影響探討發現: 一、組織結構與成本的影響:組織結構龐大僵化,人事包袱沉重且用人成本過高。 二、組織效率面影響:中華電信公司在民營前仍屬於公營事業機構,處處受到法令規章的約束造成營運效率的遲緩。 三、組織競爭的影響:民營化的延宕,因受限於相關法令規定,使中華電信在國內外電信市場競爭中無法彈性而有效的運用策略。
