中華電信民營化延宕對組織發展之影響

摘要


國營的中華電信公司為了迎戰民營業者嚴峻的挑戰,原訂於九十年六月完成民營化程序,然而,由於全球景氣衰退,國內股市低靡不振,加上政黨輪替下釋股策略之調整及組織內外的抗拒力量等諸多因素,導致中華電信民營化釋股作業不順利,延宕了民營化的腳步。 本研究將從員工對組織之個人感受、情感依附及心理層面之構面,藉由組織成員對「組織承諾」及「民營化延宕的認知與態度」之調查研究,探討民營化延宕對員工之影響,另外藉由質性之探討民營化延宕對組織發展所造成的衝擊與影響。本研究以中華電信公司為母體共發放500份問卷,其中以有效問卷262份進行分析發現: 一、員工個人背景變數中具有大學及研究所之高學歷族群、年資較淺及年齡較低員工對公司之組織承諾較低。 二、員工個人背景變數中,學歷愈高及資位較高的員工愈肯定民營化可提高效率。 三、中華電信員工組織承諾之「價值承諾」、「努力承諾」與「肯定民營化可提高效率」及「溝通與權益保障」認知構面呈顯著正相關。 另外民營化延宕對其組織發展的影響探討發現: 一、組織結構與成本的影響:組織結構龐大僵化,人事包袱沉重且用人成本過高。 二、組織效率面影響:中華電信公司在民營前仍屬於公營事業機構,處處受到法令規章的約束造成營運效率的遲緩。 三、組織競爭的影響:民營化的延宕,因受限於相關法令規定,使中華電信在國內外電信市場競爭中無法彈性而有效的運用策略。

This research will depends on to the personal feeling and emotion that organize from the employee and the level of the mental state, by organizes the member to" commitment of the organization" and" the run by private capital turns to postpone the cognition and attitude " of research of the inquisition, inquire into the run by private capital turns to postpone to the influence of the employee, the study of the quality besides to organize development the impact and influence caused. This research regards the company of Chunghwa Telecom as the sample to issue 500 questionnaires totally, among them with valid questionnaire 262 carry on the detection of the analysis: 1.Employees of the high educational background and young years have low organizational commitment. 2.In personal variable of the background of the employee, the educational background and duty is more high affirms more the run by private capital turn and can lift high-efficiency. 3.The " value commitment"," effort commitment" and" affirmation the run by private capital turn and can lift high-efficiency" and" communication and guarantee of the rights" of the commitment of the organization of the employee of the Chunghwa Telecom cognition reports obvious and positive related. The impacts of chunghwa telecom''''s privatization procrastinated for the organization development indicate that: 1.The impacts of organizational structure and cost: Organize the construction the huge coming to a deadlock, the burden of the personnel is heavy and lead with person''''s cost high. 2.The impacts of organizational efficiency: The company of Chunghwa Telecom still belongs to the organization of the government operated business before run by private capital, is caused by the stipulation of the regulation of the ordinance to operate the dilatoriness of the efficiency. 3.The impacts of organizational competition: The run by private capital turns of defer , because suffer to be limited by related provision of the ordinance, making Chunghwa Telecom can''''t be flexible in domestic and international market competition of the telecommunication and make use of the strategy validly.
