青年志工應用在警政工作之研究

摘要


本論文研究以364位青年志工及105位警政人員為對象,參考學者論點與實施警政志工經驗設計調查問題,利用統計的適合度理論分析調查結果,接著從基本資料、個人警政專業背景特色、警政人員輔導意見、青年志工參與動機及需求等方面討論分析發現,最後參照實施案例與研究發現,檢討應用青年志工方法手段。其最主要研究動機與目的在探究有效率的應用志工人力資源,並供相關單位參考,以利推展警政工作。完成研究發現以下具體結果: 一、警政人員及青年志工基本資料顯示,推行警政志工的輔導與參與志工有特殊結構。應從志工需求面來研擬針對性招募辦法。 二、輔導青年志工的警政人員專長明顯分佈在行政及刑事,未來有必要融入更多專長背景的輔導人員。 三、警政人員多自許為執法者,為執行能力強者,在輔導青年志工時,應以具備為民服務理念的警政人員來擔任輔導工作。 四、警政人員應用青年志工時,應考量勤業務性質,將志工分派擔任為民服務、協助勤業務文書工作,秉持警政人員有責,志工有權的的分工合作態度。 五、建議招募志工之前,應該先彙集勤區派出所及相關單位,表列需求警政志工時段。招募辦法宜作修正,如增加志工服務時段登錄;以高中職一年級學生為招募對象;擴大招募管道;增加選填服務項目。志工協助的工作項目有必要修正,如明確規範「服務」屬性建構警政輔導人員及青年志工管理辦法,如參與人員資料庫建檔、臨時通報管道、督導考核辦法、警政人員與志工聯誼辦法…等等。

The current study uses 364 persons of youth volunteers and 105 persons of policemen as the subjects of study, and refers to the scholarly issues and the experience of the implementation of police administrative affairs volunteers to design the investigation and survey questionnaire. And, then we utilize the investigation results of goodness-of-fit theory of statistics, and discuss and analyze from the aspect of police administrative affairs basic information, professional background of each individual policeman, counseling idea of policemen, the participation motivation and the needs of youth volunteers. And, at last, we refer to those practical implementation cases, and study and discover the self-criticism measures in putting youth volunteers in use. Its most important study motivation and purpose are to discuss the effective application of the volunteer manpower resources and provide as the reference for the relevant unit to benefit the promotion of police administrative affairs. After the accomplishment of this study, we discover the specific results below: 1. From the basic information of policemen and youth volunteers, it shows that the counseling of police administrative affairs volunteer promotion has a specific structure with the participating volunteers. The recruitment method of volunteers should be drafted according to the volunteers demand. 2. The special skill of policemen who are counseling the youth volunteers are significantly distributed in “administration” and “criminal affairs”, and in the future when it is needed, more counseling policemen with more professional backgrounds should be used to enlarge the application orientation of volunteers. 3. Policemen always avow themselves law executors with strong executing ability. During counseling the youth volunteers, the policemen who possess the “idea of serving the public” should be used to serve as the counselor. 4. When policemen is putting the volunteers in use, they should take the duty service and occupational work into consideration and assign the youth volunteers to serve the public, assist the documents work of duty service and occupational affairs, and has the cooperation attitude of “Policeman has the duty, volunteer has the right”. 5. Before recruiting volunteers, first, we suggest that the number of police administrative affairs volunteers and time section that are needed by each local police station within the duty area and relevant units should be collected and listed. It’d be better to add the specific item such as to record the service time section of each volunteer in the existing recruitment method; to recruit the students in the first year of senior highs school or vocational schools as the recruiting subject; broaden the recruitment channel; increase the alternative service items and etc. The volunteers assisting works items should also be modified, such as clearly and definitely constrict the property of “service”, establishing the policemen counselors and youth volunteers management method; participate in keeping the data bank of personnel on files; provisional notification channel; the supervising, counseling and assessment method; the joint sociable method of policemen and volunteers and etc. Key words: Police administrative affairs, the volunteers of public department, the volunteers of public department,public management.
