非營利組織之運作,必藉由對行銷、計畫、人才和金錢的有效管理,俾能專注於使命,而其中「人力」是非營利組織最重要的資產,志工管理也成為非營利組織持續發展與進步的重要研究課題。本研究以「中國青年救國團」之「大專服務員」青年志工體系為研究對象。非營利組織之青年志工管理重點諸如招募、選拔、錄用;訓練、運用、評估;激勵、認同、倫理;理想、角色、心態;溝通、調適、配合等,均為管理者極具挑戰性的任務,如何根據其組織特性,透過適切的策略,有效管理及運用其志工,以達成組織目標,實為值得研究與探討的重要課題,而在當前救國團面臨社會環境之變化而亟待轉型之時期,對其青年志工管理進行探討,並結合焦點團體訪談與深度訪談的結果加以分析,期能幫助青年志工在非營利組織從事志願服務的過程當中,獲得預期需求之滿足,同時發揮最大功能,協助組織達成目標,最後,綜合分析非營利組織青年志工人力資源未來的管理策略及發展方向,以提出有效的策略做為參考。本研究的主要發現包括: 一、 歷史累積救國團的榮耀與傳統,也考驗救國團的決心與智慧。 二、 配套、客製化的管理已逐漸取代克難、即興的發揮,成為吸引青年志工參予的因素。 三、 現在的青年志工仍然對志願服務充滿熱忱,也期盼在服務工作中獲得經驗與成長。
The operation of non-profit organization (NPO) must be effectively managed in aspects of marketing, planning, manpower and capital, in order to focus on its missions. Among these, “manpower” is the most important asset of NPO; volunteer management also becomes a significant issue for continuous development and progress of NPO. The research object of this study is the youth volunteer system of “college counselors” of “China Youth Corps”. Key points of youth volunteer management in NPO such as recruitment, selection, employment, training, exercise, evaluation, aspiration, identification, ethics, ideal, roles, attitudes, communication, adjustment and cooperation are all challengeable missions to managers. How to effectively manage and employ volunteers to achieve organization goals in terms of organization characters and appropriate strategies is a weighty subject for further study and discussion. While China Youth Corps faces changeable social environment and is eager for transformation, this study aims to analyze youth volunteer management and the result of interviews with focus groups as well as in-depth interviews; it is expected to assist youth volunteers to get satisfaction with expected needs through voluntary services in NPO, bring their talent into full play, and support the organization to achieve goals at the same time. Finally, this study synthetically analyzes strategies of future human resource management and development direction of youth volunteers in NPO, and addresses practical strategies for reference. Major findings of this study include: Ⅰ.The glory and tradition of China Youth Corps is accumulated after years, but its determination and wisdom is also challenged historically. Ⅱ.Package and custom-made management have gradually replaced difficult or impromptu actions and become the factor of attracting youth volunteers’ participation. Ⅲ.Nowadays, youth volunteers still have passion for voluntary services and look forward to gaining experience and growth from the voluntary work.
