面臨強烈的全球化市場競爭與國際非貿易障礙,現今產業界皆積極推動ISO 9001與ISO 14001驗證,以提升產品品質、增加企業競爭力。檢視ISO 9001與ISO 14001,兩個管理系統具有相同之管理原理及PDCA管理循環架構,基於增進效率與精簡人力之立場,業界有必要依據企業文化、組織特性及規模大小,整合現行之品質與環境管理系統。 本研究的目的即建立一具有持續改進機制之整合性管理系統模式,作為組織推行整合品質與環境管理系統時之參考。此整合模式主要以品質管理八大原則之精神為基礎,以PDCA管理循環為架構,具備整合管理系統的精神以及整合架構中應有的要素,並落實ISO 9004:2000及ISO 14004指導原則。現有文獻對於兩個系統之整合大多著墨於文件整合,本研究則著重在兩管理系統整合過程中持續改善作業流程的整合。 與多位專家訪談結果,專家一致認為品質與環境管理系統是可以整合的。歸納研究結果,主要有下列4點貢獻。1、根據文獻探討及專家深度訪談,找出管理系統整合的理由、方法及可能遭遇的困難與效益。2、將管理系統條文要項依經營理念、管理系統基本要求、規劃、實施及監控分析與改進劃分五大項目作為整合管理系統之架構。3、以ISO 14001為基礎,建構整合管理系統持續改善作業流程模式。4、此模式除可運用在持續改善作業上,亦可作為企業建立整合管理系統的參考。 關鍵詞:ISO 9001:2000,ISO 14001,品質管理八大原則
To augment the competence in the global market context, many modern companies have implemented quality management system (ISO 9001) and environmental management system (ISO 14001). Both ISO 9001 and ISO 14001 systems have the same management principles and the same PDCA cycle structure. To achieve lean operation, the ISO 9001 and ISO 14001 systems should be integrated in the context of company culture, organizational characteristics and company scale and scope. The purpose of this study is to develop a model with continuous improvement mechanism, and it can be an orientation to those companies which try to construct an integrating system of quality and environmental management. In this research, an integrating model is proposed, which is based on the Eight Management Principles and the PDCA structure. The proposed model also fulfills the principles of ISO 9001 and ISO 14001. The review of literature of integrating the quality and environmental management shows that previous approaches are based on documentation integration. This study gives emphasis to the integration of continuous improvement operation throughout two management systems integration. It is feasible to integrate both ISO 9001 and ISO 14001 systems, drawn from the visiting of domain experts. The contribution of this study can be concluded as follows. From literature review and discussion with experts, the rationale, methodology, potential benefits and roadblocks of implementing the management systems integration are revealed. For constructing architecture of integrating management systems, the management systems regulation is classified into five categories: management philosophy; fundamental requirements of management system; planning; application; monitoring, analysis and improving. Based on ISO 14001, an integrated model with continuous improvement operation process is constructed. The proposed model can be applied in continuous improvement, as well as an orientation to those companies, which try to construct an integrating system.
