A “Five-Years Scheme for Promoting the Second Foreign Language Education in High School” has been implemented since July of 1999 till December of 2004 driven by Department Of Education. During the five years, high schools over the country - including private and public high schools that joined in this scheme increased with a five times of growth in quantity from 104 classes of 17 schools in 1998 to 563 classes of 104 schools in 2003. However, according to the information from Department of Education, the number of national high schools that provided minor courses of the second foreign language decreased from 27 schools of 2001 to 28 schools of 2002 and then to 24 schools of 2003; and the sum of classes that took such courses also decreased from 176 to 111 then to 106 separately. Thus, there is the need for exploring the reason of the decrease year by year in number of classes that took such minor courses in recent three years. This study is to explore both the implementing situation of providing the second foreign language courses and the interaction between the second foreign language and the learning achievement of language in public high schools. As to the former, a thorough interview with the administrative staffs of specified high schools was done for getting administrative information by randomly sampling from the population of national high schools all over the country to proceed epagogic analysis. As to the latter, a statistic analysis was done by adopting the scores in courses of both the second foreign language and the main languages (mother language and the first foreign language) from students who took minor course of the second foreign language in academic year of 2003 to see the effects of interaction between concerning factors, and the founding is as following: 1. Short of qualified foreign teachers for courses of the second foreign language is the common problem in public high schools. 2. According to national high school, there exists distinct difference between cities/towns and countries on ratio of providing minor courses of the second foreign language. 3. Under the pressure of entrance examination for university, students often have little or no interest in learning the subjects outside the area of such examination, therefore, the willing of student’s taking minor courses of the second foreign language will be affected. 4. The score in course of Chinese, English, and the score in entire academic year from students who took minor course of the second foreign language have a significant correlation with the score in course of the second foreign language. The score in course of the second foreign language will have much effect on the score in entire academic year than the score in course of Chinese or English. 5. According to the learning achievement in course of Chinese, English, or synthetic courses in entire academic year, when compared with the first year, students who did not take the minor course of the second foreign language tended to have better achievement than students who took such minor course at the second year. Students’ protest against putting the second foreign language in the line of major courses seems to be understandable, because taking the minor course of the second foreign language could be an additional burden and another source of pressure to students.
