「後勤為戰力之泉源,國軍防衛作戰之支援體系,必須運用後勤組織,有效掌握軍、民資源,快速分配、形成焦點,將後勤能量發揮到極致,以達支持作戰之目標」為93年公布國防報告書中,有關國軍未來後勤支援之變革方向。在後勤各項整備作為上,「維修能量」是恢復裝備妥善的重要手段之一,同時國軍裝備維修所需之技術發展與零附件供應,對相關產業與國家整體經濟成長,具有相當之貢獻。本研究針對國軍裝備基地保修與支援任務,以個案研究方式,從基地廠使命及核心能量、作業主要問題,探討基地段裝備維修之關鍵因素及未來國防政策目標,以SWOT分析方法探討基地廠機會、威脅、優勢與劣勢,探詢軍民合作從事國軍裝備基地保修方案與條件前提,並依研究結果提出軍民合作之營運模式與建議。 研究發現,國軍非空用裝備維修基地廠,依其核心能量與民間相對產業技術、規模,可與法人團體合資轉型成5個維修中心與4個系統整合中心,以克服裝備項多量少招商誘因不足因素,同時可帶動國內軍品維修產業發展與海外市場。最後針對基地廠價值估算模式與專案經理團隊人才養成管道、運作模式提出研究建議供上級參考,期使基地廠轉型策略規劃更具評選彈性。
"Logistics is the foundation of combat power. The ROC Armed Forces must develop a responsive logistics support organization by managing both military and civilian resources, conducting efficient distribution, implementing focused support so as to exert the utmost potentials of logistics and to achieve sustainable operations effectively and efficiently." It was stated in the 2004 ROC National Defense Report to provide direction of logistics support in the future revolution. The maintenance capability is one of the key points to restore and keep the battle readiness on integrated logistic support. Based on the contributions on the technical developments and part supplies on weapon systems, the relevant industries and the whole economy will be prosperous. In this research, depot maintenance and support will be discussed. In order to realize the key factors of depot maintenance capabilities and the future goals of the national defense policies, the missions, core maintenance capabilities, and critical issues on equipment maintenance of the depot were studied. The SWOT approach was employed to understand the depot’s strength, weakness, opportunities, and threats. The main purpose of this research is to obtain the prerequisite of schemes and conditions to cooperate with domestic industries. Consequently, based on the experimental results, we can propose the cooperative ways and suggestions for military and the firms. The results show that the non-airborne systems maintained in the depots according to the depot’s core capabilities and domestic industry's technologies and scale. Thus, we can evaluate to cooperate with industry to establish joint ventures including five maintenance centers and four system integration centers. It will be more easily to overcome the disadvantage of many items but few quantity of the materiel. It can also activate the domestic military maintenance services and extend the global market simultaneously. In particular, the focus of this research is on depots’ value estimation and training of the project mangers to provide the recommendations to superior for reference that will be flexible for the depot future innovation.
