軍工廠國有民營化之研究--以聯勤汽車基地勤務處與工兵裝備基地勤務處為例

摘要

公營事業民營化成為世界潮流，且國防預算逐年緊縮，國防法、國防組織法已完成立法，國防組織正積極調整，精實案正依序執行，國防部亦有意推動軍工廠國有民營化(GOCO)，相關的條例、辦法正研擬審議中。結合了在元智研究所所學、軍工廠員工和廠商意願及研究者在軍中後勤部門服務了廿七年的經驗，依據策略管理、企業經營理念和經歷經驗，先主觀分類，再客觀「問卷調查」(以汽基處、工基處為例)及對廿一家民間廠商做「深度訪談」，並運用綜合效益及SWOT分析，掌握GOCO之相關重點，對軍工廠國有民營化做一深入的研究，設計及制定實施策略、方案、期程和方式，以企業化經營的方式支援軍事裝備之後勤維修和軍品生產、研究，有效提昇效益及降低國防維持成本。
研究發現(一)軍工廠國有民營化對政府、軍方與廠商均有利可圖(二)要有良好的規劃及法規配合(三)要依優先順序、按步就班、循序漸進(四)與相關人員充分溝通。
最後提出尊重專業、邀請行政法學者專家指導、成立溝通隊伍、要有駐廠代表及評估人員之建置、廠商亦要有策略聯盟經營的構想等的建議，適時提供給國防部參考運用，使軍工廠國有民營化能順利推動。

It is a trend all over the world to privatize state-run business. The budget of defense continues reducing yearly and the Law of National Defense and the Law of the National Defense Organization is in effect. The structure of military organizations is actively reorganizing and the project to condense the military forces is proceeding as schedule. The Ministry of National Defense intends to promote GOCO, government owned contractor operated, the related regulations and terms are on developing and reviewing. Combine the learning from Institute of Management Yuan-Ze University, the willingness of the employees of military depots, the opinions of the owner of private company, and the twenty seven year working experience focused on military logistics. According to the strategy management, concept of business operation and working experience in military, this research categorizes subjectively, and then objectively conduct poll survey (using the Automobile Maintenance Depot and the Engineer Equipment Maintenance Depot of CSF as examples) and full interview to twenty one private companies. Utilizing comprehensive effectiveness and SWOT analysis and controlling the key point of GoCo, the study has an in-depth research on privatization on military depot, and designs and regulates the implementation policy, project, schedule and pattern. Employ the method of managing an enterprise to support the logistics maintenance of defense articles, production and research of military items, in order to improve the effectiveness and reduce the maintaining cost of national defense.
This research finds: 1. Civilization of military depot is beneficial to all government, military and business entities. 2. Need well organized planning, laws and regulations. 3. Follow the priority and schedule to approach. 4. Communicate with related personals.
Finally, this research contributes the following recommendations: respect professionalism, request instruction form expert of consecutive law, build up communication team, locate a representative and evaluation expert in the facility, and the company has to develop the conception to strategy alliance management. The final recommendations provide the Ministry of National Defense as a reference to benefit the civilization on military depot can implement smoothly.
