影響我國國防工業能量建構關鍵因素之探討

摘要

國防工業之發展，攸關國防自主與國家安全，各國莫不視為國家生存發展之重要課題；惟國防工業的發展，經緯萬端，除需有政府相關政策的配合外，亦需其長期投入並有效執行，始能見效。
本研究藉由相關文獻蒐整與探討，整理出影響我國國防工業能量建構之層級架構，包含「政策明確度與長期承諾」、「國防工業管理能量」、「國防科技及研製能力」及「工業合作運用」四大構面、十三項評估準則及二十七項評估指標，並由國內具國防工業領域背景之專家學者，採模糊層級分析法（FAHP），分別計算出各項指標之權重值及層級串聯後之相對權重與整體排序，以提供相關決策者，作為發展及推動我國國防工業時之參考。

The development of national defense industry has a huge effect on national defense independence and national security of a country, every country in the world regards defense industry as one of their nation’s most important issues of national survival and development. National defense industry development is affected by multifarious aspects. It needs not only the corporation of the relevant policy made by the government; it also requires long-term involvement and effectively execution before achieving a remarkable success.
This study presents the construction capacity of Taiwan’s defense industry by reviewing and discussing relevant literature. There are four dimensions of construction represented in this study which include “policy clarification and long-term assurance”, “national defense industry management capacity”, “national defense technology and development capacity” and “industry cooperation and application”. This study also represents thirteen assessment standards and twenty-seven assessment indicators. The indicators were calculated by the specialists and researchers who have expertise in the field of national defense industry in Taiwan. They applied Fuzzy Analytic Hierarchy Process（FAHP）approach to separately calculate the weight value of every indicators and the relative weight and overall renking after the level of series. We hope to provide this study as a reference to the relevant policymakers in order to develop and to advance national defense industry in Taiwan.
