「警政企業化」之理論與實務－「警勤區制度」轉型「社區警政」之個案分析

摘要

由於近年來世界各國政府為使行政效率普遍獲得提升，皆致力推行「政府改造」運動，行政院蕭院長有鑑於此，乃於民國八十六年九月上任後，立即宣示要推動「政府再造」期望運用企業化之精神與觀念，將政府改造成精簡、創新、彈性，具應變能力的「企業導向」之組織。且自一九八○年代以來，全球經濟不景氣，政府可用的資源縮減，社會對公共服務的質與量大幅成長，各國政府遭受極大的改造壓力，紛紛企求以企業型政府重建政府結構，以改善公共部門的體質。我國政府歷年推動行政革新，然而隨著國內開放腳步之加快，社會價值結構之變化，導致金權、黑白掛勾，公權力不彰之詬病，急需整頓，所以新政府運動以企業化精神之「政府再造」，即成為目前行政革新之主體。
警政機關肩負維護社會治安，及移風易俗之責任。治安問題千頭萬緒，舉凡機關組織、人事、訓練、裝備及勤務制度均有探研之處；由於人力、時間設限之下，本論文僅就警察之基本單位─警勤區的制度為研討課題。
本論文之研究：係以文獻探討法來蒐集國內外有關企業型政府等文獻資料，予以整理分析，作為理論架構基礎以外，實務結合上，則以非結構型訪談方法，對第一線從基層維護治安的警勤區警員實施訪談，以企業化之方法，把社區警政溶入警勤區制度之可行性加以探討。

In the latest years“Reinventing Government” as a new trend has been promoted vigorously in a large number of countries in the world aiming at enhancing the administrative efficiency. In view of the global trend, Premier Vincent Hsiao announced his promise of promoting“reinventing government” by acquiring the entrepreneurial spirit and concepts immediately after his inauguration in September 1997 in expectation of reforming the government into a shapely, innovative and feasible organization that is entrepreneurial spirit oriented and capable of addressing challenges efficiently. Ever since 1980 the global economic regression the central government of most countries has been receiving increasingly built up pressure of the cry for reforming itself in reply to the shrinkage of available resources and a largely increased demand in public services both in quality and quantity from the entire society. As a result, each of them begins to pursue reconstructing the governmental organizational structure with an entrepreneurial approach aiming at improving the attribute strength of the public sectors. Following the increasing pace of ban removal under the administrative inventing policy of our central government in the past years, the rapid change in the social value system has resulted in deficiencies such as tycoon affection, criminal and official conspiracy, interfered governmental practices. Consequently the state sees a cry for immediate reorganizing and“Reinventing Government” — to reform the government under entrepreneurial spirit dominates as the very theme for current administrative practice improvements.
The police take charge of guarding the safety in all communities and decent behaviors and customs. Social safety guarding is always demanding and complicated and there is always room for exploring in organizational structure, human resource management, training, equipment and beat institutions, etc. In view of the natural limit in available human resource and time, this study tries to focus on the fundamental function of the police — beat, and beat institution as the theme.
