ISO 9001驗證體系中組織與個人互動模式之研究

摘要


人類推行品質活動至今已有悠久的歷史,ISO 9001自1987年問世以來廣為世人接受遵循,但其推行成效與預期頗有差距。 本論文之目的在針對SO 9001驗證體系中相關各方行為表現的觀察結果與驗證規範做一實證研究,經由歸納、演繹法建立相關各方的互動模式,試圖尋找ISO 9001驗證體系失效的原因,據此提出矯正對策以重建效能、恢復社會信心。 研究發現:(1) ISO 9001第三方稽核在先天上具有市場失靈的特性。(2) 驗證機構、被稽核方、認證機構和社會在組織內與組織外的互動不足,資訊揭露不完整。(3) 專業人員的主動違規、縱容不法。(4) 缺乏有效的懲罰機制。是導致ISO 9001驗證體系失效的主要原因,因此驗證體系的變革需要ISO/TC 176、政府部門、認證、驗證機構、被稽核方的共同參與,才有成功的機會。 希望此一研究結果能為各方所參考,以作為改善ISO 9001驗證體系、以及其他類似系統化問題的依據。

It is long time that mankind takes up quality activities. Since 1987, ISO 9001 had been presented to the public. This quality management standard was popular worldwide, but still a lot of gaps between outcome and expectation. This thesis focused on the observed behaviors of ISO 9001 certification system related parties and regulations. The interaction models of related parties were founded by way of inductive method and deductive method to find out the cause of un-efficacy ISO 9001 certification system, in view of the above, determination of corrective action in order to rebuild efficacy and social trust. The research proved that (1) ISO 9001 third party auditing comply with market failure rule on condition that externalities, (2) Certification body, auditee, accreditation body, society were in situation of inadequate interaction and information disclose incompletely, (3) A professional distort regulations and orders, (4) Lack of punishment institution, were the main reasons why ISO 9001 certification system brake down. System-wide change couldn’t succeed unless it get participations from related parties including ISO/TC 176, government department, certification body, accreditation body and auditee. Through this research, it was wish that provide useful reference for related parties to reform ISO 9001 certification system and similar to system-wide problems.
