我國近來積極發展地下捷運,除了台北大眾捷運系統已行之有年外,其它縣市亦積極規劃建設都會區捷運系統,但便捷的地下捷運系統若是管理不當將會造成重大災害。今年初,南韓第三大城大邱市發生了有史以來傷亡最嚴重的地鐵縱火案,證明便利的地鐵如果沒有危機管理,萬一災害發生,後果將是難以想像。目前我國防救災體系主要的救災單位為消防機關,因此本論文針對消防機關對地鐵災害的危機管理做現況調查。除以文獻探討來探究我國災害防救體系外,更以南韓大邱地鐵火警個案分析來檢討其優劣點,最後以問卷調查我國消防機關對地鐵災害的危機管理現況,並分成減災、整備、應變及復建四個階段來分析檢討,藉以了解我國消防機關對地鐵災害危機管理的各項能力,所獲得的結果可提供消防機關對日後地鐵災害的危機管理做參考。
Subway rapid transportation has been actively developed in ROC. Taipei of Rapid Transportation System (TRTS)was developed many years, and other cities also want to construct urban subway system. If not controlled well, the convenient subway system will cause major disaster. In the early part of this year, Dacha, the third big city in South Korea, suffered heavy casualties in subway arson. It proves that when disaster happened, the convenient subway system suffered heavy casualties if there is no crisis management. The main disaster prevention and rescuing system of ROC is fire-fighting organization at present. Therefore this dissertation was to investigate the crisis management for subway disaster. First, Literature Survey Method was investigated into Disaster Prevention and Rescuing system of ROC. Second, I reviewed the advantages and shortcomings about Dacha’s heavy casualties in subway. Finally, I used questionnaires to investigate that when disasters happen in subway, fire-fighting organization has what crisis management being use. And I was to divide that into four parts, 1.Physical Mitigation. 2. Preparedness. 3. Response. 4. Recovery. Through these four parts, we could know abilities of crisis management by fire fighting organization. The result can provide fire-fighting organization with reference for crisis management for subway disaster in the future.
