專案矩陣組織導入平衡計分卡之探討─ 一家台灣高科技公司之實例

摘要


本研究乃針對國內某一家高科技廠商,討論對專案矩陣組織導入平衡計分卡與個人績效評估與發展。 首先,本研究對專案矩陣組織「平衡計分卡」的文獻進行探討,其次,以台灣一家高科技公司為例,討論公司事業部採用專案矩陣組織後,以「平衡計分卡」與「個人績效評估與發展」的導入,探討此兩項現代管理技術對專案矩陣組織的影響。最後,討論「平衡計分卡」與「個人績效評估與發展」的導入,如何達到事業部組織與個人的績效達成。 企業策略之實現,必須有賴於強而有力的執行能力,「平衡計分卡」的設計,便是克服傳統績效管理的弱點與限制,並促使公司的策略目標可以正確地轉換為事業部組織的行動方案,進而轉換為個人的年度績效目標。 本研究針對以下課題進行討論: 一、 瞭解個案公司如何在一個專案矩陣組織內導入適合自己的「平衡計分卡」,並將其連結到「個人績效評估與發展」系統內。 二、 本研究亦將個案公司視為一個成功案例,提供一個參考樣本給其他有意導入「平衡計分卡」的公司一個參考。 本研究所獲得之研究結論如以下: 一、 藉著「平衡計分卡」與「個人績效評估與發展」的導入, 個案公司成功地將公司策略轉換為事業部組織的行動方案進而與個人績效目標結合。 二、 個案公司將「平衡計分卡」與其他管理系統相結合,像是「個人績效評估與發展」與績效回饋系統。

This thesis is a case study of the Implementation of Balanced Scorecard in a Project Matrix Organization- A Case Study of a Hi-Tech Firm in Taiwan. Firstly, it collects the literatures of Project Matrix Organization and Balanced Scorecard. Then take the example of P Company, and then further explore the implications of the Performance Review & Development and Balanced Scorecard. Finally, the further studies what the Performance Review and Development would leads an excellent BU’s objectives and personal performance achievement. The Balanced Scorecard (BSC) was developed as a new approach of strategic performance management recognizing some of the weaknesses and limitation of traditional management approaches, the balanced scorecard approach enables companies to clarify their strategies and translate them into actions in a Business Level. This study focuses on the following topics: 1. To understand how the case company implements it’s own Balanced Scorecard in a project matrix organization, and links to personal Performance Review and Development in a Project Matrix Organization. 2. These studies try to provide an example as well for other companies that want to implement BSC. The main conclusions of this study are followed: 1. By implementation of BSC and PRD, case company succeeds to convert strategies into Business Unit’s action plan and then to a personal performance goal. 2. Case company completely link BSC with other management system, ex. Performance Review & Development and reward system.
