This study explores different countries’ motion picture industry from the perspective of industrial clusters. It presents the following three main observations: (1) Application of the diamond model of the industrial cluster theory to the motion picture industry: Following understanding of the characteristics of the creative industry and the motion picture industry, as well as case analysis of the motion picture industry of different nations, a high-risk, high-cost, long-return-period diamond model is proposed for the motion picture industry. (2) Making up for the shortcomings of Porter’s diamond model: In his “The Competitive Advantage of Nations” (1990) Porter proposes the concept that national competition edge can be improved and industrial clusters can be formed through enhancement of production factors, need requirements, related/backup industries, business strategy’s time/space backgrounds and government factors. The researcher is of the opinion that improvement of various key capabilities may not be realistic in reality. For the purpose of shaping up industrial clusters, we need to identify the Input/Demand System among the composition elements first, and then structure a benevolent cyclic system of Upgrading effect in conjunction with other composition elements. In case analysis of different countries’ motion picture industry, the researcher also attempts to identify and verify this type of cyclic correlation. (3) Based on the analytic framework of the diamond model, engaging in case analysis of different countries’ motion picture industry in an attempt to identify key areas of Taiwan’s motion picture development. Recommendations for government agencies for comprehensive industrial development are also proposed.
