本論文以波特(Porter,1980;Porter ,1985)提出的價值系統、價值鏈及五種競爭力分析法做為整合性分析工具,建立參考模型,同時以深度訪談方式作為模型中策略模擬的依據,探討有線電視產業的競爭問題。研究目的有二,第一為探討開放競爭或垂直整合的環境何者較適於提昇有線電視產業的競爭優勢。第二為瞭解有線電視產業規範的焦點。 本研究的模型假設為:有線電視產業間以提供頻道節目為主要生產的項目,設定兩個分析模型;一為開放競爭模型,有線電視產業上、中、下游的業者在開放競爭的環境中進行競爭活動。另一個則是垂直整合模型,設定上游頻道供應為寡佔市場,下游系統業者成為上游頻道業者整合後的組織部門,在各分區的經營為獨佔方式(一區一家),探討在此競爭環境下的企業活動。最後,並以美國有線電視系統業者的產業競爭條件比較後,分析得到下列結論: 一、在開放競爭模型中,只要產業中的任何一個環結(企業)出現寡佔或獨佔市場,將會有利於該企業的競爭優勢。研究過程中發現頻道代理商的交易行為影響到整個有線電視產業的結構,它的頻道聯合銷售策略將迫使其上(供應商)、下(系統)游產業的競爭優勢降低。 二、垂直整合模型中的企業因為下游系統客戶的減少,在頻道節目的相對利潤將因此減少,必須從別的服務上獲得回饋。外在環境的競爭威脅提高,不利垂直整合後企業的競爭優勢。有線電視訂戶因企業缺乏提供具差異性的頻道節目,將轉而尋求替代品,這將不利於整個有線電視產業本身的競爭優勢。 三、台灣與美國的系統業者的外在競爭條件及環境皆不相同,但分析結果顯示,兩國的規範對象仍同樣著重於系統業者。 本研究建議政府應對頻道節目供應商及代理商進行管制,以達到有線電視產業自由公平競爭的效果。
Does vertical integration benefit Taiwan''s cable television? This study provides a value-chain analysis of CATV programming tactics based on model simulations. There are two major primary purposes:the first is to discuss which environment does promote competitive advantages of cable television, and the second is to explore the focus of cable regulations. This study assumes that there are two types of competition marketplace, one is that cable businesses operate in open competition market, another is vertical integration model that market structure is oligopoly marketplace of channel operate and monopoly marketplace of system operator. Under these assumptions, the conclusions are stated as follows: 1.Any oligopoly market of business is good to itself in structure of the cable industry, and agent is the key role for cable industry. 2.The model of vertical integration will decrease the number of operator consumers that need to offer else service to improve margins, and find the competitor threat higher than open competitive marketplace, and it results in subscribers looking for substitute options. 3.Although there are different competitive conditions between cable operators in Taiwan and those in the U.S., the study turned out to find that both shares the same regulation focus. This study suggests that government should regulates channel supplies and agents to promote fair competition marketplace on Taiwan''s cable TV industry.
