農會員工的電腦態度與素養之研究_以桃園縣各農會為例

摘要

百年老店的農會電腦化大約從1990年從金融業務開始，在推動科技農業上，政府於2002年開始推動「網路基礎建設計劃」，2004年已初步完成網路的建設，因此本研究欲了解農會員工的電腦態度、電腦素養、資訊素養的情況，可作為未來農會推動資訊教育與策略的參考。
本研究採用文獻回顧和問卷調查為研究方法，針對桃園縣內各農會員工進行調查。研究發現農會員工電腦態度得分偏向正面、電腦素養方面有關電腦當代技能偏低，農會員工資訊素養方面資訊認知能力略低、處理資訊的能力也有提昇的必要，而在個人因素上女性、年齡較高、學歷較低、電腦使用時數較少、沒有個人專屬電腦者，在各電腦態度的表現上較不佳。電腦教育訓練較多的員工、主管支持度高的員工其電腦態度較正面。電腦態度愈正面電腦素養較高，電腦態度愈正面者資訊素養也愈高，因此站在企業的角度，員工的電腦態度可以透過組織的規劃與力量來導向正面，資訊中心可增加有趣的電腦課程，提昇農會員工的當代技能，強化員工的電腦態度可提昇農會員工的資訊素養。
因此本研究建議1.農會方面應整合農會的業務與流程，善用IT技術來電子化農會並進而改善農會之整體作業效率，提昇農會的經營績效2. 農會員工方面應提昇電腦素養與資訊素養，e化自己進而改善工作效率3. 資訊中心方面：應常態性辦理現代應用軟體相關課程，資訊中心持續建設電腦教育訓練中心之基礎環境，協助農會的e化工作，建立農會員工的e化素養，作為培養農會e化的基礎。

Since 1990, the century old Farmers’ Association (FA) has been to computerizing in financial services. In order to advance the technology agricultural, Our government started to push forward “The Network Infrastructure Construction Plan” in 2002 and the basic/initial construction was completed in 2004. Therefore, the research to know the FA employees’ computer attitude、computer literacy and information literacy, which can be an reference for the FA to execute the information education or strategy in the future.
The research is based on historical retroaction and questionnaire survey study to the FA employees in Taoyuan County. As a result the computer attitude is positive, yet, the skill、information-cognition and knowledge about is lacking. The personal factors, as female, old-aged, low-educated, also the one who has no personal computer and less time operating, are concerned to be negative computer users. For those who are well-trained and highly supported are always superior. Therefore, in view of business, to arrange interesting courses promoting computer attitude and skill may upgrate employees’ information literacy.
The suggestion are : 1. The FA business and procedures should be integrated. Use IT to e-FA and yet to make FA function working efficiently. 2. .Advance employees’ computer and information literacy to progress working ability. 3 Modern Application software courses should be arranged regularly. The computer center should create a training surrounding for the employees, to help the FA which e-workship.
