The office automation (OA) and information have been implemented in ROC Army for years and every ROC Army unit uses the orientation of user-requirement for its MIS development method which extremely emphasizes operation procedure and analysis of data structure but lacks integrated framework and long-term planning. Moreover, the common exchange platform is so shorten among the systems that systems can not get information superiority and promote administration efficiency. In order to integrate existing MIS systems effectively and use the investment of information infrastructure more flexibly, this research offers a structural overview which is based on the framework of DoD AF, and discusses the entire existing administration environment of ROC Army from the viewpoint of ROC Army working procedure. The scope includes personnel, document, logistic and organization operation. In this research, it shows the data flows, relations as well as the common characters among systems by using UML charts and, furthermore, uses the analysis, component definition of XML technology to be the fundamental of MIS software. Eventually, the system development reaches the ideal status during analysis phase by taking advantage of these methods.
