RD部門規模的決策因素探討-以手機產業A公司為例

摘要


全球手機用戶數己超過30億支,2007年全球的手機製造商總共生產11.5億支,年成長率為19%,預估2008年全年的手機全球出貨量預估可以達到13.76億支,依手機使用戶數的增長狀況觀察,手機產業仍持續被看好。手機的功能由早期語音打電話的需求,至近幾年來新增了不少的新的功能設計,如2001年是導入和弦鈴聲的年代,2002年導入彩色顯示面板,2003年導入照相功能,2004年導入多媒體內建MP3 手機,2005年導入3G 及影音加值服務的年代;為了符合市場的客戶需求,手機製造業者需要先一步了解並開發出符合客戶需求的新產品,相對地手機開發部門就是手機差異化的重要推手,本研究在文獻的基礎上,藉著個案的分析模式探索手機開發的流程管制、部門的安排及研發資源的規劃,找出影響RD部門規模的決策因素。經本研究的探討,得到的結論及管理意涵摘要說明如下: 1.投入R&D的研發經費每年均逐年成長,而且占當年度營業收入的一定比例以上,表示公司非常重視研發團隊的建立及研發的成果。 2.開發部門的規模深受公司高階經理人的經營策略的影響。 3.兩岸之間的開發合作將更為密切。 4.TurnKey 完全解決方案,讓手機晶片供應商、手機零件商及手機製造商之間提供了平衡的供應生態,是開發工程師維持一定人數的重要的關鍵原因。 5.開發技術的成長在大陸可視為開發部門規模的正相關因素;相較於台灣則是影響開發部門規模的負相關因素。

At the present, there are more than 3 billion of mobile phone subscribers around the world. In 2007, global mobile phone output reached 1.15 billion units increasing by 19% than that of 2006. It’s predicated that global mobile phone shipments will reach 13.76 billion units in 2008. Since mobile phone subscriptions have continued to rise, the mobile phone industry is expected to keep growing. In addition to the standard voice function of a telephone, current mobile phones support many additional features and functions through several development periods, such as application of chord ringtone (2001), color display screen replacing black and white screen (2002), camera integration (2003), launching MP3 function (2004), and application of 3G/value-added MMS service (2005). In order to meet market demand, it’s necessary for mobile phone manufacturers to find out what customers really want and develop right products to fulfill customers’ requirements. Under these circumstances, the R&D department is the key of product differentiation for mobile phone manufacturers. Based on bibliography, the case study has been used as a research method to identify factors that impact the size of R&D department through the analysis on process control of new mobile phone development, portfolio management and R&D resource allocation. The findings and conclusions are summarized as follows: 1.The total R&D expenditure is increasing every year, is accounted for high percentage of total departmental expenditure. This research finding shows that the R&D workforce and R&D capacity/results are considered as the most valuable assets to the company. 2.The scale of R&D department is influenced by business strategies of the company’s top management team. 3.The cooperation between Taiwan and China will be getting closer. 4.A total turnkey solution is provided to enhance a supply chain balance between IC design houses, component vendors and mobile phone manufacturers. It is a key point to minimize the R&D manpower to smaller proportion. 5.The enhancement of technical skills is in direct proportion to the scale of R&D department in China, whereas is in inverse proportion to R&D department size in Taiwan.
