摘要

本研究以個案研究方式探討慈濟於南亞海嘯之危機管理，筆者透過社會資本觀點來探索組織發展其動態能力的過程。本篇研究發現五個相互影響的機制，而且遍佈應用於整個救災過程之中，其中包含資源運用性、組織結構動員性、人力資源部署性、策略回應性以及平日例規運作性。處此之外，這五項機制透過不斷的學習與提升流程來展現其適應動盪環境的彈性能力，其產生的結果就是新能力源源不絕的形成。本研究的發現不僅僅突顯出學術上的動態能力發展意涵，它更提供出一個務實性的指導方針給予那些有意於發展動態能力的組織，特別是在激烈競爭與快速變化下的商業環境。

Using the case study of Tzu Chi's South Asia Tsunami crisis management in Sri Lanka, the author illustrated the process whereby an organization developed its dynamic capability through social capital exploitation. Five interrelated mechanisms including resources manipulation, organizational structure mobilization, human resources deployment & mobilization, strategies responding, and daily routines operation were identified throughout the whole process of disaster relief. Furthermore, these mechanisms are shown to be adaptable to changing environment through on-going learning and upgrading process. As a result, new capabilities are formed over time. The findings of this study not only highlight theoretical implications to the literature related to dynamic capability development but also provide practical guidelines for organizations aiming to develop dynamic capabilities amid volatile business world.
