本研究的主軸在探討慈濟對社區志工的推動及管理與運作的模式。研究主要採取訪談與參與觀察的質性研究取性,以桃園地區慈濟組織運作及志工管理做為訪談及參與觀察的對象。 慈濟志工與一般非營利組織的志工在管理與運作方式上都有相當大的差異,其所具有的文化特色是什麼?成員又是透過何種方式、機制建構起對任務推動的看法,並產生實踐的行動力,這是本篇論文所欲探討的重點。因此,如何有效的招募志工,及如何使志工的才能及時間投入有效的運用,進而達成組織使用志工的目的。本論文針對桃園區資深慈濟人進行訪談及參與各項活動觀察,提出以下四項研究建議: 一、志工培訓目標與內容應朝向專門性與深度化 二、根據不同的志工工作角色規劃不同的訓練課程 三、課程培訓或勤務分配時考量志工的負荷,避免造成志工人力資源的流失。 四、規劃志工督導的設置,有助於擔負起和組織溝通的橋樑。
Abstract This study aims at studying the implementing, managing and operating models run by Tzu-Chi on community volunteered social workers. Visit talk and participation and observation will be the main methods used, the operation of Tzu-Chi organization and volunteered social worker management in Taoyuan district will be our targets of visit talk and participation and observation. There is a big difference between the volunteered social workers in Tzu-Chi and in other non-profit organization in both managing and operating ways, but what is the cultural feature it possesses? What are the methods and mechanism members used to build their view points on mission implementations and generate enforcement power, will be the key study points of this article. Therefore, how to recruit volunteered social workers effectively and how to use the effort and time spent by these social workers effectively so as to achieve the goals of using these volunteered by the organization are the main goals of this study. We aim at performing visit talk with senior Tzu-Chi volunteered social workers in Taoyuan district and gathering observations from all kinds of activities, we thus propose the following four suggestions: 1. The incubation goal and content of volunteered social workers should be more professional and in-depth. 2. Plan different training courses for volunteered social workers of different roles. 3. The training course planning or duty assignment should consider the loading of volunteered social workers so as to prevent the loss of man power of volunteered social workers. 4. Plan the instruction mechanism for volunteered social workers so that they can communicate with the organization effectively.
