由產業群聚觀點分析自由貿易港區之競爭力與相對競爭優勢

摘要

本文以桃園航空自由貿易港區做為群聚產業分析對象，是基於我國近年有被邊緣化之憂慮，在各國積極發展自由貿易港區以增加國家貿易價值的趨勢，及面臨世界各國共600多個自由貿易港區下，探討我國欲發展全球運籌中心之因應方式；本文以我國最引以為傲的產業政策「新竹科學園區」為基礎，先簡介我國其他型態的自由貿易港區成立原因，及利用現今我國最有競爭力的航空自由貿易港區為主軸，對亞洲鄰近國家的自由貿易港區做政策優惠、區位、效率等三大競爭力評比；此外以客觀角度，利用統計方法--SEM模型分析當地業者之生產因素、需求條件、企業策略與競爭、相關及支援供應產業對產業升級與國家競爭力之間的影響效果，希望透過本研究藉此找出對我國競爭力有直接且正面影響的因素。

This thesis will focus on the study of industry clustering phenomena of the Taoyuan Air Cargo Free Trade Port; the counter measures for the growing trend of increasing free trade port around the world, and our country’s worry of being alienated, as well as how to make this country become a World Operation Center. This research will first introduce the causes of establishing free trade port in this country by taking the Sin-Chu Science-based Industrial Park as an example, and make comparisons with the adjacent Asian countries in terms of preferential treatments, locality, and efficiency. In addition, it will take objective perspectives and utilize statistical methodology—SEM model analysis to analyze local industries’ production elements, requirements, strategies, and competitiveness, as well as the influences of the supporting industries in the areas of industry upgrade and enhancing national competitiveness. Finally, this research will try to find out the direct factors influencing our competitiveness.
