加入WTO對科學園區貨運業影響之分析

摘要

新竹科學園區自成立以來，即依據「科學工業園區設置管理條例」第二十八條之規定，只允許受雇於新竹科學園區管理局之貨運公司服務園區內廠商之貨運需求，例如五崧、驛洲、宗達等貨運公司，園區外業者無法進入，造成科學園區貨運業形成寡佔市場。在我國西元2002年加入WTO組織後，促使我國國際貿易自由化，開放國外產品與業者進入國內市場，為應因此變化及物流時效性，新竹科學園區管理局於西元2004年年1月20日刪除「科學工業園區設置管理條例」第二十八條，並於西元2004年底取消儲運中心設置，並改由民間經營，使得科學園區貨運市場開放，使得園區外業者進入科學園區內服務，這將會對既有執照的科學園區貨運業產生很大的衝擊。本研究分析園區貨運業WTO後之影響，利用SWOT與五力分析，來分析與探討園區既有執照貨運公司將面臨的問題與後續因應之對策。

The freight transportation service in Hsin-chu Science Park has been limited for many years, only licensed truck companies are allowed to serve there. After joining WTO, our country impelled the international liberalization of the trade in Taiwan, i.e. the domestic market is gradually open. The freight transportation service in Hsin-chu and other Science Parks will be completely open at the end of this year. Clearly, foreign truck companies and unlicensed domestic truck companies are very interested in the freight transportation service market of the Science Parks. Their entering will be an impact to the domestic licensed truck companies. We use SWOT and Porter's five forces model to analyze the influence of this change.
