志願服務教育訓練評鑑指標之建構-以桃園縣衛生保健志願服務為例

摘要


本研究旨在探討志願服務教育訓練評鑑指標之建構,透過桃園縣內三十七個衛生保健志願服務運用單位,瞭解其教育訓練運作模式及相關訓練評鑑之實施,從而建構志願服務教育訓練評鑑指標項目,供志願服務運用單位在教育訓練上,做進一步的規劃與實施教育訓練評鑑之參考。 教育訓練一直是志願服務中不可或缺的要項,無論是新加入志願服務行列所參加的基礎教育訓練,或是線上服務志工接受的特殊教育訓練,以及針對幹部或志工業務承辦人所規劃的成長訓練及領導訓練,無不顯示教育訓練之重要性。在致力於實現志願服務「自主管理」的當下,志願服務運用單位所實施之各項志工教育訓練,是否能達成預期之目標,乃影響志願服務團隊運作的良窳。 本研究採用質性研究-德菲法專家問卷調查之方式,評選專家小組,透過專家問卷調查,了解專家學者們對於教育訓練績效評鑑各構面之意見,進行多次來回測試,讓評選專家們的意見達成一致性,完整建構出「志願服務教育訓練評鑑指標」。 研究的結果如下: 一、建構志願服務教育訓練評鑑指標:包括學員參訓滿意程度、 個人學習成長程度、實際服務應用程度及對服務單位的貢獻程 度四個層次。 二、志願服務教育訓練評鑑指標在各層次下建構的十三項核心構 面。 三、志願服務教育訓練評鑑指標在各核心構面下之四十一項評鑑指 標項目。

The main purpose of this study is to analyze how to establish the evaluating indexes on educational training for volunteer service. This research will aid in the understanding of methods and related standards from volunteer system of thirty-seven organizations in Tao Yuan County. As a result, it will allow for the improvement of educational training on volunteer service for further planning and implementation. Educational training is an essential element of volunteer service, whether it is related to the fundamental training for newcomers, special educational training undertaken by on-service volunteers, or leadership training aimed at executives or program planners. This program is devoted to successfully developing self-management in volunteers. This research is carried out by the qualitative analysis known as the Delphi Questionnaire Method. It consists of the exploration of selected experts’ and savants’ perspectives on educational training. The compilation of their collaborative conclusions builds the basis of a more accurate analysis of the volunteers’ educational process. The evaluation method is shown as follows: I. Four requirements must be met: A) Satisfaction survey from trainee B) Of personal development stages from educational training C) Practical application in service organizations D) Contribution and performance to service organizations II. The thirteen core values are built from each level of the evaluating indexes on educational training of volunteer service. III. There are forty- five evaluating indexes that are built under each core value of the education training to volunteer service.
