空軍營區伙食外包供應商評估因素之研究

摘要


本論文之目的是在研究空軍台北市某營區伙食實施外包招標流程中,對營區伙食外包供應廠商所必須評估之因素,並建立一套評估構面與因素。首先,將文獻資料與專家代表討論之結果彙整後,建立第一層級為「空軍營區伙食外包供應商評估因素之研究」,第二層級為供應商之四個評估構面,分別為供應商之屬性、衛生條件、營養調配、危機處理能力及第三層級為十六項評估因素,再依層級架構設計問卷,問卷調查對象是營區伙食及招標相關業務的五種關係人,包括膳勤單位、伙食費稽核單位、食勤業管部門、經費及食勤督導單位、衛生業管單位人員。收集有效樣本問卷二十份,透過層級程序分析法統計結果,第二層級評估構面之權重次序為:「衛生條件」構面佔35.86%、「危機處理能力」構面佔28.86%、「營養調配」構面佔22.43%、「供應商之屬性」構面佔12.85%。第三層級十六項評估因素之整體權重前十名次序為:「符合官兵之營養需求」、「發生疑似食物中毒時之應變」、「良好衛生規範制度落實情形」、「取得HACCP認證或評鑑合格」、「疫情期間之供餐能力之應變」、「供應商工廠訪視」、「乾旱期間缺水問題之應變」、「菜單設計是否多樣化」、「例行性之餐飲抽樣檢查」、「餐飲或團膳供應之實務經驗」。

The purpose of this paper is evaluating factors of outsourcing provider of Air Force base’s meals, must establish a set of assessment factors and evaluation criteria for assessment of factors.First,using the literature to discuss the results of expert representatives compile to establish the first level of “The evaluating factors of outsourcing provider of Air Force base’s meals”.The second level of assessment for the supplier of the four dimensions,are the property of suppliers,health conditions,optimization,and third-level crisis management capabilities for the 16 evaluation factors.Then follow the hierarchy process framework for designing the questionnaire,questionnaire survey is the base’s meals and tender relationship between the five people related business,including meal ground units,meals audit units,the meals handling industry management department,funding and supervision of meals handling unit, health sector management units. The 20 valid samples collected questionnaires to AHP through statistical the results, the second level evaluation aspect of the order of weight:“health conditions”dimension accounted for 35.86%,“crisis management capability”dimension accounted for 28.86%,“nutritional”dimension accounted for 22.43%,“supplier of the attributes ”for 12.85%.In the 16 evaluation factors the overall weight of the order of the top ten: “meet the nutritional needs of men”,“the time of the suspected case of food poisoning strain”,“good hygienic practices to implement the system case”,“to obtain HACCP certification or accredited”,“capable of serving the period of the outbreak strain”, “supply commercial factory visits”,“water shortage during the drought of the strain”,“menu design is diverse”,“routine sampling of dining”,“supply of meals or dining of practical experience”.
